The Information Technology Business Manager position reports directly to the Deputy Chief Information Officer and supports the IT Services Leadership team to fulfill Portfolio objectives as established by the Deputy Commissioner for Technology/CIO.

This position serves as primary liaison with agency administrative units, such as Finance, Procurement and Human Resources. This leadership position is responsible and accountable for the core responsibilities related to five critical administration functions including IT Finance, IT Recruitments, IT Contracts and IT Procurement.

The IT Business Manager oversees a Portfolio-wide IT annual budget of $83M to include development of annual budget estimates and monthly budget reconciliation reports to compare actual expenditures to budgeted amounts. This financial oversight and management function includes daily coordination with Agency Finance staff, routine interaction with the agency Budget Director, and federal reporting activities.

This position also manages all IT recruitment and contractor staff augmentation across three divisions, as well as related personnel activities such as training and conference attendance. It also oversees employee onboarding/offboarding for the technology units and communication with technology users. The Manager manages all IT contracts for the agency and directs IT procurement involving VITA contracts. The Manager also coordinates with agency Procurement Team for larger contracts that require a full procurement effort such as RFQs, RFPs, etc. and will provide direct support to the ITS Portfolio and the Agency staff.

Minimum Qualifications
• Ability to manage a Portfolio level budget of $83M, perform annual budget planning, and manage/track/report on monthly budget expenditures.
• Ability to research, evaluate, and ensure compliance of state and federal guidelines relating to procurement, programs, funding sources, contract management, and human resource activities.
• Ability to manage, coordinate, and prioritize multiple activities concurrently and to adjust quickly to changing priorities.
• Ability to exercise independent judgement and make decisions regarding daily operation functions with little to no supervision.
• Ability to effectively manage and supervise teams and staff, and to establish and implement strategies to meet unit performance goals and plans to impact operational program results.
• Ability to communicate effectively, orally and in writing, with internal and external business partners, business owners, senior management, and staff.
• Ability to create and analyze financial reports and spreadsheets.
• Strong collaboration, leadership, and negotiation skills.
• Ability to research and analyze, draw conclusions and create spreadsheets and reports.
• Experience with fiscal management and contract management
• Comprehensive knowledge of accounting and budgeting.
