Purpose & Job Related Requirements

Purpose of Job
The purpose of this job is to ensure that the performance obligations of in-house computing systems are met. Duties and responsibilities include, but are not limited to: gathering and analyzing data in support of systems performance, managing hardware and software usage, configuring and deploying end user devices, responding to service desk calls, and training users.

Summary

As an IT GIS Analyst, you will apply analytical and problem-solving skills to identify, communicate, and resolve system issues. This position will handle the day-to-day systems administration of mapping applications and work with the user community to utilize all system functionality. The candidate will develop workflows and GIS modeling techniques to help automate repetitive tasking for normal business operations Esri environment’s geoprocessing tools for data and low-level geodatabase performance.

Other essential duties:

  • Provide technical support and service to Public Safety personnel; perform quality control for GIS data, participate in developing, implementing, and modifying GIS software applications; and conduct research to identify technical solutions for application suitability.
  • Aid in technical leadership as related to new applications, from strategic decision-making to project planning and execution.
  • Maintains and administers the GIS database for the Tyler/New World Computer Aided Dispatch (CAD) and Tyler/New World Records Management System including the acquisition of data, development, modification, compliance and enhancement of the GIS system. This includes analysis, integration, systems testing, documentation, and system backups.
  • Acts as a liaison between GIS users with ACCPD and UGAPD, other ACC departments, planning entities, systems developers, and consultants in the development, testing, implementation and review of systems, both existing and proposed.

Assists in the training of users of the GIS system and Tyler/New World CAD and RMS map.

Job Related Requirements
WORK SCHEDULE 8am-5pm M-F Occasional night & weekend

Regular and predictable attendance is required.
Must work cooperatively with others.
When requirements include vehicle operation, responsible for the safety, readiness and operation of the vehicle and must abide by ACC’s safe driving policy.

Minimum Training & Experience Required to Perform Essential Job Functions

Must possess a valid driver’s license.
Criminal fingerprint background check must indicate eligibility for access to sensitive public safety information such as GCIC records and other confidential departmental data which may reasonably be accessed during execution of IT duties.

LEVEL II – Bachelor’s degree in computer science, information management, information systems geographic information systems (GISA), mathematics, business administration or a related field and three years of experience in one or more of the following areas in a multi-user environment required: Database Administration, Network Management, Desktop Management, Server Management, Virtual Environment Administration, Enterprise E-Mail Administration, Application Development, Security Management, Storage Area Network, GIS Administration, Project Management, and/or Document Management; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this position.

Must have one (1) or more entry-level IT certifications in any of the following: A+, Network+, Project+, Security+, Server+, CYSA+, ArcGIS Desktop Associate, Microsoft Beginner Level (any), Cisco CCST (cybersecurity or networking), or VMWare VCTA-DCV.

Extensive practical knowledge in importing data for use in reporting software, spreadsheets, graphs, and flow charts.

LEVEL III – Bachelor’s degree in computer science, information management, information systems geographic information systems (GISA), mathematics, business administration or a related field and five years of experience in one or more of the following areas in a multi-user environment required: Database Administration, Network Management, Desktop Management, Server Management, Virtual Environment Administration, Enterprise E-Mail Administration, Application Development, Security Management, Storage Area Network, GIS Administration, Project Management, and/or Document Management; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this position.

Must have one (1) or more entry-level IT certifications in any of the following: A+, Network+, Project+, Security+, Server+, CYSA+, ArcGIS Desktop Associate, Microsoft Beginner Level (any), Cisco CCST (cybersecurity or networking), or VMWare VCTA-DCV).

Must have one (1) or more mid-level IT certifications in any of the following: CAPM, Cisco CCNA, Cisco CLACCM, Cisco CyberOps Associate, ArcGIS Developer Foundation, VMware vSphere Foundations, Professional VMware vSphere, or Microsoft Intermediate Level (any).

Essential Duties, Responsibilities
The following duties are normal for this job. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned.

Conducts basic systems analyses of manual and automated systems.

Monitors and ensures systems meet business and performance needs.

Performs system configurations, installations, and modifications to existing software.

Performs system configurations, installations, and modifications to new and existing hardware.

Provide technical assistance and troubleshooting for computer hardware, software, network and/or other related technology problems. Assists with problem and/or process identification, definition and resolution.

Consults with outside technical engineers when performing troubleshooting and problem solving activities as needed.

Designs and develops queries related to system and end user needs.

Trains users on new hardware devices and software.

Develops user documentation.

Assists with maintaining security access to computer system information and reviewing system/database tools for functionality, status, and applicability.

Maintains existing software programs and queries.

Provides on-call support services as assigned.

Participates in contact with vendors and technicians.

Tracks and documents time usage in monthly reports and bi-weekly time sheets.

Tracks hardware and software assets.

Performs other related duties as required.

When Assigned to GIS:Conducts system requirement analysis for new GIS applications and monitors application development using a system life cycle development methodology.

Monitors interdependent GIS map layers (map layers that more than one department depend on) for quality assurance (accuracy and timely maintenance).

Implements software and hardware standards to ensure that GIS related hardware and software is up-to-date and capable of meeting department needs.

Coordinates, plans and implements GIS system upgrades.

Ensures that GIS policies and standards are maintained.

Plans, reviews and recommends annual GIS budget.

Operates hardware and software related to GIS applications as necessary.When Assigned to Police GIS-CAD Mapping/RMS duties:Maintains and administers the GIS database for the Tyler/New World Computer Aided Dispatch (CAD) and Tyler/New World Records Management System including the acquisition of data, development, modification, compliance and enhancement of the GIS system. Maintains an operational understanding of the source data for theTyler/New World CAD and RMS map and the procedures for implementing map data into the map.

Adds new features or “layers” and other attributes to the map.

Conducts analysis on existing Tyler/New World GIS database systems and performs updates or modifications as required.

May provide recommendations for improvements to related policies, systems, processes and guidelines.

Performs other related work (including weather or extreme emergency duties) as required.

Performs other related duties as required.

Knowledge, Skills and Abilities
Knowledge of the policies, practices, procedures, and activities of the Athens-Clarke County Government and the operations and functions of the Information Technology Department.

Client/server and operating system experience within Microsoft environment.

Experience working in a switched and routed environment.

Knowledge of the following:

  • Troubleshooting and resolving hardware, software and peripheral problems
