Job Description
The Enterprise IT Infrastructure Manager position is responsible for overseeing the design, implementation, and maintenance of the IT infrastructure deployed across the City of Raleigh. This position is responsible for the management and development of three key areas: Enterprise Servers and Storage, Database Administration, and Data Resiliency. This position will manage and coordinate these areas to deliver high performing infrastructure services for the City of Raleigh. The Enterprise IT Infrastructure Manager is a direct report to the Assistant Director of Infrastructure and Operations for the City of Raleigh IT Department.
The IT Department plays a major role in the City’s endeavors toward innovation and was recently recognized as one of the top Smart Cities to watch in 2022 (StateTech, April 2022). The IT Department was also recognized with an Enterprise Approach to GIS Award (May 2023) presented by CEO of Esri and was named as a winner in ‘ sixth annual (SCNAA) in May 2023. IT also works with partners in academia and other local governments on forward-thinking initiatives to improve the quality of life, realize a digital future, and foster economic development in Raleigh.

Duties and Responsibilities
- Planning, designing, implementing and maintaining the IT infrastructure of the organization, including servers, networks, storage, databases and cloud services
- Monitoring and evaluating the performance, availability, reliability and security of the IT infrastructure, identifying and resolving issues and risks, and implementing preventive and corrective measures
- Managing the IT infrastructure budget, resources, vendors and support contracts, ensuring cost-effectiveness and alignment with the IT Department Strategic Plan
- Developing and enforcing IT infrastructure policies, standards, best practices and procedures, ensuring compliance with both City Policy and industry standards
- Researching and evaluating new technologies, trends and innovations in the IT infrastructure domain, and recommending improvements or upgrades to enhance the IT infrastructure capabilities and performance
- Leading and coordinating the IT infrastructure team, providing guidance, training, feedback, motivation, and fostering a culture of collaboration and excellence
- Collaborating with other IT managers, stakeholders and users across the organization to understand their needs and to deliver solutions which meet or exceed their expectations
- Developing and maintaining technical documentation, diagrams, dashboards and metrics on the overall IT infrastructure configuration and performance
- Establishing and maintaining effective communication and relationships with internal and external stakeholders, vendors, partners and departmental IT Liaisons
- Sponsoring and participating in IT infrastructure projects, from initiation to closure, ensuring timely delivery, quality and stakeholder satisfaction
Typical Qualifications
Education and Experience:
Bachelor’s degree in information technology or directly related field, six years of professional experience involving enterprise-wide strategic technology planning and infrastructure management and two years of supervisory experience
OR
An equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above, unless otherwise subject to any other requirements set forth in law or regulation
Licensing/Certifications:
- Valid North Carolina Class C Driver’s License with a satisfactory driving record, or ability to obtain within 30 days of hire
Preferred Qualifications:
- Experience Working with a Technically Diverse Team
- 7 Years of progressive IT infrastructure experience
- 3 Years of People Management in an IT infrastructure role
- Bachelor’s degree or Technical Certificate in Information Technology or equivalent years of experience in an IT infrastructure role
- Certifications in ITIL, Microsoft, VMware, or Red Hat are preferred
