Why does the job exist?

This position will supervise, direct, coach, and control the IS Division’s operations section, subordinate FTEs, and other FTEs and contractors that perform work on the Department’s hardware, software, network, infrastructure, websites, web-based access, and GIS. Provide technical support, configuration, deployment, maintenance, upgrade, security, and troubleshooting for hardware/software installations; server-based applications; and web-based access and security interfaces. This position will provide advanced specialized technical support, configuration, deployment, maintenance, upgrade, troubleshooting, security, disaster mitigation, and disaster recovery for systems, operations, and technologies in the Department’s statewide enterprise environment. It will serve as a team lead and subject matter expert within the Department on all matters concerning hardware, networking, infrastructure, operating systems, security, and backup/recovery operations. The position performs at the mastery level and demonstrates in-depth knowledge and skill in one or more specific infrastructure hardware and operating system technologies. The employee assists in developing and defining requirements to improve business processes related to Information Technology and the mission critical hardware, software, network, infrastructure, websites, web-based access, and GIS in the Department. The incumbent works with internal and external customers statewide on a wide array of issues, including- hardware, software, network, infrastructure, websites, web-based access, and GIS; IT purchasing and division budget management; implementation, evaluation and feasibility of IT technical solutions; researching, defining and implementing emerging technology trends, technical issues, system components, interfaces, protocols, and architecture; and ensuring compliance with state and federal statutes and guidelines.

Exercise broad decision-making and implementation authority when planning for, deploying, and troubleshooting new, unique, and uncharted hardware, software, network, infrastructure, websites, web-based access, GIS, help desk, desktop support, and enterprise management issues per complex, diverse, and advanced industry standards and Department mission requirements.

Privatization of individual and unit activities, resources, and work direction for subordinate technical staff in unique, complex, and unpredictable technical situations in a high-dollar, mission-critical specialized technical environment per department, state, and federal policy and advanced industry practices.

Advanced specialized technical support, configuration, deployment, maintenance, upgrade, troubleshooting, security, disaster mitigation, and disaster recovery for hardware, software, network, infrastructure, websites, web-based access, and GIS systems, operations, and technologies in the Department’s statewide enterprise environment.

Perform professional consultation, planning, and analysis; agency/user coordination; and administrative support functions to include ISD budget management and purchasing.

Ideal Candidate

The preferred candidate will have the following:

-Education in computer science, computer or electrical engineering, information science, network administration, management information systems, or a related technical discipline.

-Experience in technical staff supervision, systems administration, network administration, disaster recovery and mitigation, and/or data integrity/security.

-Licensed/Certification/Registration or Specialized Training: Completed course work and certification in one of the following: LAMP, Microsoft Certified Systems Engineer (MCSE), Cisco Certified Network Associate / Professional (CCNA / CCNP) or comparable industry/vendor technical certification.

Minimum Qualification

Bachelor’s degree in Computer Science, Management Information Systems (MIS), Information Technology, Engineering or similar technical degree and six (6) years of experience in at least two of the following areas: Applications Development, IT Architecture, Data Management, Network Administration, Project Management, IT Security/Compliance, or Systems Administration. Employment Requirements

Pre-employment background investigation is required and is conditional pending results. Must possess and maintain a valid New Mexico Driver’s License. Must possess and maintain a current Defensive Driving Course Certificate from the State of New Mexico or must pass and receive Defensive Driving Course Certification as a condition of continued employment.

Working Conditions

Work is performed in an office setting with exposure to Visual/Video Display Terminal (VDT) and extensive personal computer and phone usage. Some sitting, standing, bending and reaching may be required.
