Why does the job exist?
The IT Quality Assurance Manager will:
- Manage the Quality Assurance (QA) Team;
- Develop, manage, and maintain QA and testing processes for the enterprise to include new and existing technology deployments;
- Be responsible for recruiting, hiring, training, developing, evaluating and setting priorities for team members and collaborating with technical and business stakeholders;
- Direct the work of agency staff and contractors and will play a key role in coordinating QA Functions for existing technology deployments, as well as involvement in the overall HHS2020 initiative quality and CMS recertification efforts ;
- Plan and lead acceptance testing, collaborate with development, project managers, business stakeholders and vendors to ensure that test plans and test cases are properly executed, and that delivered products are tested to HSD quality standards;

The IT Quality Assurance Manager is responsible for:
- Exercising full management responsibility for the group including recruiting, hiring, training, developing, evaluating, and setting priorities;
- Collaborating with leadership on specific recommendations for current operations and future development;
- Interpreting, implementing and ensuring compliance with agency administrative policies and procedures;
- Recommending new internal policies and procedures;
- Overseeing quality activity timelines and implementing and monitoring quality standards.

Ideal Candidate
The ideal candidate will
- Have at least 8 years of strong experience in creating and conducting Quality Assurance testing for new and legacy IT systems and software and will have demonstrated success in communicating with stakeholders of all levels across multiple business units and different organizations.;
- Demonstrated ability to plan and perform all aspects of software quality assurance activities to successful completion for complex, multi-faceted initiatives that span business and technology;
- Demonstrated ability to design and execute test plans and test activities for a portfolio of products with overlapping development schedules and release cycles;
- Ability to effectively manage system acceptance teams and efforts, and clearly communicate status, risks, issues and recommend corrective actions to meet organizational objectives;
- Ability to work collaboratively and effectively across matrix organizations in a fast-paced, schedule-driven environment;
The candidate will also possess the following knowledge, skills and abilities:
Minimum Qualification
Bachelor’s degree in Computer Science, Management Information Systems (MIS), or Information Technology and six (6) years of experience in software programming, systems testing, or systems quality assurance (QA). Employment Requirements
Must possess and maintain a valid Driver’s License.
Employment is subject to a pre-employment criminal history background investigation and is conditional pending results.
Working Conditions
Work is performed in an office setting and within correctional facilities with some inmate contact.
