Summary Statement
The Information Technology team is searching for an IT Systems Analyst II to support Boise’s Public Safety Agencies. This essential role collaborates with the Police and Fire Departments. Our services cover a wide variety of systems, infrastructure, and equipment including department-specific and enterprise software solutions.
Successful candidates will:
- Implement new software solutions which automate business processes
- Support operational KPI’s and reporting
- Provide application support and monitoring of existing software solutions

Essential Functions
- Acts as system owner and technical expert for configuration, installation, future planning, and support of enterprise systems. Applies software patches and updates or other modifications necessary to meet service level agreement. Identifies and troubleshoots technical issues and develops and implements solutions, escalating as appropriate. Implements enhancements using system-specific tools, scripting, and entry-level programming. Creates and maintains technical documentation. (30%)
- Gathers business requirements and identifies reporting needs. Manages and develops reports using Microsoft Reporting Services and PowerBI. Design reports with an application-wide view to maximize reusability. Develops SQL queries to analyze relational data to facilitate business inquiries and support quality system data. (30%)
- Maintains a thorough understanding of supported system capability and business use. Collaborates with business owners to identify and document relevant business processes and requirements. Identifies enhancements needed in existing applications or processes to meet user requirements. Assists in feasibility studies for software systems and makes recommendations regarding product selection. (15%)
- Meets with business customers to ensure enterprise solutions are meeting business objectives. Provides assistance and advice to business users in the effective use of applications and information technology. Assists in evaluating, installing, configuring, and deploying new software systems, and/or enhancements to existing systems. Serves as a liaison and facilitator between business units to assist in addressing and resolving issues. (15%)
- Stays current on technology in this field regarding security, performance, and coding practices. Provides mentoring, guidance, and support to team members. Attends seminars, conferences, and training classes. (10%)

Requirements
Required Knowledge, Experience, And Training
- Must have a Bachelor’s degree in Information Technology or a closely related field.
- Five years of progressively responsible professional experience in information systems supporting enterprise applications and three years of experience configuring and customizing enterprise applications.
- Hands-on experience supporting enterprise applications and technically fluent using scripting languages including JavaScript and Powershell, and data formats including JSON, XML, and YAML for configuration and customization.
- Demonstrable experience querying relational data and report writing using Microsoft SQL Management Studio and SQL Server Reporting Services.
- Hands-on experience in debugging and supporting complex client/server environments including networking, hardware, software, and server architecture. Experience with server configuration, management, and maintenance
- Hands-on experience in business analysis and functional knowledge of project management, including the ability to produce written documents with clearly organized thoughts using tools such as Microsoft Visio and the ability to establish priorities to meet objectives.
- Experience with vendor and contractor management and interpersonal skills necessary to establish and maintain effective working relationships with management and staff.
- Functional knowledge of principals and concepts of information systems including disaster planning and recovery techniques, server and service monitoring, system health and stability, and managing application and hardware upgrades, and release management.
- Display an attitude of cooperation and work harmoniously with all levels of City employees, the general public, and other organizations. Ability to communicate effectively in the English language in person and in writing at a level necessary for efficient job performance. Ability to complete assignments in a timely fashion; understand and comply with all rules, policies, and regulations; maintain regular attendance; perform all essential and marginal functions as assigned by an authorized employee, supervisor, and/or manager with or without reasonable accommodation.
Preferred Knowledge, Experience, And Training
- Seven years of progressively responsible experience configuring and customizing information systems and supporting enterprise level systems.
- Three years hands-on experience in support and customization of the Accela platform.
- Experience with Accela Data Manager, PowerBI, Crystal Reports, HTML5, and ASP.Net.
- Functional knowledge of relational data and management systems and GIS data and management systems.
Licensing And Other Requirements
Valid state-issued driver’s license.
