Pay Range
$408,540.00 – $566,016.00 Annually (eligible for an annual performance bonus)

Job Description
The Lawrence Livermore National Laboratory (LLNL) is a premier U.S. Department of Energy (DOE) National Nuclear Security Administration (NNSA) national security Laboratory, with an annual budget approaching $3 billion. LLNL is managed by Lawrence Livermore National Security, LLC (LLNS) in support of DOE. The Laboratory’s mission is to enable U.S. security and global stability and resilience by empowering multidisciplinary teams to pursue bold and innovative science and technology.
LLNL is looking for a General Counsel to serve as the senior legal advisor for the Laboratory. As the General Counsel you will provide legal advice and counsel on all matters affecting the Laboratory, lead and manage the legal function, and oversee external legal resources. You will also provide legal advice and perspective to the Board of Governors for the Laboratory’s management and operating company LLNS, LLC. The General Counsel reports directly to the Laboratory Director/President of LLNS, LLC.
You will
- Advise LLNS management and provide strategic advice on a broad range of legal matters.
- Partner with the senior management team to establish strategic priorities, implement policies, and provide oversight and management for the laboratory.
- Provide legal support to the LLNS Board of Governors as appropriate.
- Provide legal representation of LLNS in its relationship with the Department of Energy.
- Manage litigation arising from management and operation of LLNL.
- Manage routine, non-routine, difficult and sensitive legal issues as well as analyzing risk exposure inherent in the Lab’s operations and research programs, to include all legal matters such as employment, environmental, regulatory, and business law.
- Manage the Office of the General Counsel including leading a legal organization consisting of 10 attorneys and 7 other staff, including responsibility for recruitment, retention, and career development.
- Identify, retain, and manage outside counsel to assist in litigation and providing specialized legal advice.
- Provide analysis of pending legislation and rulemakings affecting U.S. Department of Energy, LLNS, and national laboratories.
- Support and consult on complex commercial contract matters, including government contracts as well as collaborating with relevant stakeholders to ensure that the organization complies with the terms of the Laboratory Prime Contract with the Department of Energy and other legal and regulatory requirements.
- Draft, review, and administer contracts and inter-agency agreements including responding to contract disputes.
- Participate in the development and drafting of policies and procedures, implementing legal and regulatory requirements, and developing and implementing programs to ensure compliance.
- Manage the patent application process, review of technology transfer agreements, and development of conflict of interest policies and procedures.
- Negotiate and manage significant transactions, including joint ventures, strategic alliances, partnerships, and related governance issues
- Advise on and support equal opportunity, environment, safety, and health program objectives.
- Work cooperatively with LLNS, LLC member counsel, including keeping designated member counsel apprised of significant legal matters.
- Perform other duties as assigned.
Qualifications
- Ability to secure and maintain a U.S. DOE Q-level security clearance which requires U.S. citizenship
- Juris Doctorate from a law school accredited by the American Bar Association, status as an active member in good standing of a state bar (any U.S. jurisdiction), at least 15 years of legal experience, and willingness to obtain California Bar membership or qualify as California registered in-house counsel.
- Extensive experience leading and managing a diverse team of legal professionals in a corporate legal office, federal government legal office, or law firm.
- Extensive experience managing legal functions relating to employment and benefits, environmental, procurement, intellectual property, and business.
- Advanced knowledge of laws and regulations applicable to various types of federal contracts, employment, and labor law; environmental law; intellectual property and technology transfer, and litigation management and strategy.
- Significant experience drafting and negotiating contracts, including contracts involving federal agencies and/or federal funding.
- Advanced analytical, problem solving and decision-making skills necessary to independently interpret, advise, recommend, approve and implement solutions/actions.
- Expert verbal and written communication and interpersonal skills necessary to effectively explain, present, negotiate, advise and influence all levels of management and stakeholders.
- Experience providing oversight of retained counsel.
- Experience working with government agencies and commitment to establishing a close working relationship with federal counterparts.
Qualifications We Desire
- Expertise and experience managing a legal counsel office in an organization that provides services to the federal government.
- Prior interaction with the Department of Energy.
- Broad knowledge of Department of Energy (DOE) and /or NNSA missions.
- Specific experience with NNSA, DOE, or Department of Defense.
- Experience working with federal government contracts.
- Experience working with a Board of Directors.

Security Clearance
This position requires a Department of Energy (DOE) Q-level clearance. Also, you must have the ability to obtain and maintain Sensitive Compartmented Information (SCI) access. If you are selected, we will initiate a Federal background investigation to determine if you meet eligibility requirements for access to classified information or matter. Also, all L or Q cleared employees are subject to random drug testing. Q-level clearance requires U.S. citizenship.
