Junior Procurement Specialist

The Junior Procurement Specialist is responsible for assisting with the project-related procurement function, including subcontracting of services and purchasing of equipment and materials. The successful candidate must have a working knowledge and understanding of industry best practices for procurement, including concepts, principles, practices, and techniques.

Detailed Description:

  • Assists with the development of procurement management plans as needed
  • Assists with preparing budgets for procurement support
  • Assists with procurements for design-build, engineering, and other projects
  • Utilizes industry best practices and established policies, procedures, systems, and tools
  • Advises stakeholders on preparing requisitions and helps them in understanding the overall procurement process
  • Assists in the preparation of proposal exhibits, including schedules of values, milestones, etc.
  • Prepares bidder lists, qualifies bidders, prepare requests for qualifications/proposal, and conducts bid evaluations
  • Identifies and advises management of subcontract-related risksRecommends source selections and leads subcontract/purchase order negotiations
  • Ensures that prime contract flow-downs are identified and included in subcontracts/purchase agreements as appropriate
  • Administers subcontracts, purchase agreements, and change orders
  • Ensures POs and Subcontracts follow BC policy and appropriate Accounting guidelines with the assistance of the Accounting team
  • Reviews and processes invoices related with subcontracts/purchase agreements and ensures that invoices are approved in accordance with terms and conditions agreed within the agreements
  • Evaluates facts surrounding procurement-related problem areas and applies remedies to resolve
  • Maintains procurement documentation in project document and records management system
  • Facilitates Purchase Order and Subcontract Agreement closeouts
  • Works under moderate to minimal supervision
  • Coordinates with project or departmental personnel in performance of the procurement activities

Qualifications:

  • Minimum two years of experience in a combination of traditional and design-build project delivery environments preferred. Proven field experience in coordination of the primary responsibilities essential to the position.
  • Bachelor’s degree in engineering, construction management or related discipline preferred
  • Proven track record of successfully supporting water/wastewater traditional and design-build projects preferred
  • Excellent computer skills and the use of software including but not limited to Microsoft Outlook, Excel, Word, and PowerPoint
  • Excellent communication and interpersonal skills in the implementation of the daily execution of key functions while coordinating with engineering, field management, and building trade staff

Salary Range: The anticipated starting pay range for this position is based on the employee’s primary work location and may be more or less depending upon skills, experience, and education. These ranges may be modified in the future.

Location A: $55,000 – $75,000
