Key Personnel Qualification Matrix (KPQM)

Responsibilities

Peraton is actively seeking a Key Personnel Qualification Matrix (KPQM) Lead to join our FEDSIM delivery team.

The Key Personnel Qualifications Matrix (KPQM) Lead position is assigned to the FEDSIM Center of Excellence, in support of maturing and delivering FEDSIM opportunities pursued by the business units across all Peraton Sectors. The GSA FEDSIM opportunities values range from $100M and surpass $1B+ in total contract value. The KPQM Lead will support capture and proposal activities to document content used in the development of the Key Personnel Qualification Matrix volume. The KPQM lead works with the identified Key Personnel bid on the Program to capture the qualifications against the requirements identified in Section H. The KPQM Lead will create stand up meetings for KPQM boards, along with other contributors, Talent Acquisition, Human Resources, BU Leadership, Capture and BDE on the maturity of identifying and integrating Key Personnel to align with defined Key Personnel requirements. The KPQM Lead works with each Key Person to pull out the experience in support of the scope of work identified in the PWS. The KPQM lead works closely with Capture and the Technical Team, to ensure the Key Person meets the requirements and expectations by the customer fulfilling this role. This includes both Required Key Personnel and other Personnel identified as additional Key Personnel by the Prime as part of our technical approach.

Expectations of successful includes using the Agile maturity model, to develop and integrate information released by FEDSIM to include information from previous solicitation documents, Requests for Information (RFIs), Market Assessment Discussions (MAD), electronic reading rooms, draft PWS’s, draft Section H and follow-on final TOR documents. The KPQM Lead will integrate content captured from other FEDSIM submissions to include but not limited to; Industry Days, Due Diligence, Orals Q&A, electronic reading rooms, Notification of Decision Statement (NODS), previous bid submissions, previous TORs, BOEs and LOE determination based on best practices. The KPQM Lead works with the Slide Engineer, Graphics Lead and Proposal Manager on the development of slide content when required. The KPQM volume is delivered using MS Word, tailored to reflect the qualification of the Key Personnel supporting the program based on their background and expertise aligned with the Task/Subtask Areas within the Final TOR.

The KPQM lead is responsible for leading/mentoring and training other authors, responsible for developing content that goes into the KPQM volume. The KPQM Lead position is primarily remote until the Final TOR is released, and war room activities become the center focus for the volume leads during the proposal development. War rooms are in Herndon VA.

Responsibilities

  • Lead the development of the Key Personnel Qualification Matrix by integrating the experience of the Key Personnel against the requirements within the final TOR.
  • Standup and lead the KQPM boards, establishing the rhythm to begin working with Key Personnel on the upcoming requirements. KQPM boards includes, the Capture Manager, BU leadership, Bid PM, Talent Acquisition and HR in support of recruitment and sourcing both internal and external candidates to support the technical requirements.
  • Work to integrate all FEDSIM government furnished information (GFI) (SB RFI, MAD, PWS, eRR, Final RFP, RFQ etc.) into the creation of the KPQM volume to ensure Key Personnel meet and/or exceed the Key Personnel requirements in Section H of the PWS.
  • Use and mature the FEDSIM CoE SOP, to deliver the KPQM volume.
  • Using an Agile release methodologies, to mature proposal developed content that aligns with minimum viable product (MVP) roadmap.

Qualifications

Required

  • Bachelor’s degree with a focus around communications and writing, technologies and/or business administration domains; experience in lieu of education will be considered.
  • 8+ years (or minimum of 12 years without a degree) working to support written technical solutions as a volume lead and/or author.
  • Experience specifically contributing to proposal development, pre-solicitation solution planning, color team reviews, technical editing, compliance audits, white glove, production, and preparing evaluation notice responses with GSA FEDSIM solicitation responses.
  • Proven leadership skills, with the ability to work across the bid/proposal team, effectively resolve conflict, vector appropriate resources to maximize content on the oral presentation.
  • Must be able to work with little direction and handle multiple tasks.
  • Must be able to work on site (war room) during proposal delivery (Final TOR released) when required supporting a flexible schedule which may include evenings and weekends.
  • Ability to travel to Herndon / Chantilly / Reston, VA for quarterly training and upon final FEDSIM TOR release.
  • Active Secret security clearance

Desired

  • Experience Winning a FEDSIM opportunity as a volume lead, within the last five years.
  • Experience as a volume lead/writer for FEDSIM opportunities within the last five years.
  • Masters degree
  • Active Top Secret or TS/SCI security clearance

Target Salary Range

$112,000 – $179,000. This represents the typical salary range for this position based on experience and other factors.
