The Opportunity

Abt Associates seeks a qualified Knowledge Management Lead to support USAID’s Center for the Environment, Energy, and Infrastructure (EEI/NE) upcoming Improving Design, Evidence, and Learning (IDEAL) contract. The purpose of IDEAL is to provide support for all Program Cycle stages for biodiversity and climate change programming at USAID and to improve the Agency’s ability to design, implement, adaptively manage, monitor, and evaluate biodiversity and climate change activities. The USAID Program Cycle is the operational model by which USAID plans, delivers, assesses, and adapts its programming in any given country or region to achieve more effective and sustainable results. This contract is the primary vehicle through which EEI/NE will provide program cycle support to USAID’s field Missions via buy-ins

As the Knowledge Management (KM) Lead, you will be responsible for leading and managing IDEAL’s objective to strengthen EEI/NE’s internal and external networks of conservation and climate actors, knowledge management, and learning. You will support Program Cycle knowledge management, disseminate and apply tools and guidance developed by EEI/NE, and develop and share new tools to facilitate the use of adaptive management practices in climate change, biodiversity, and integrated programming. You will ensure knowledge is iteratively captured, shared, and applied, support feedback loops between field support activities and learning, and promote a culture of adaptive management and evidence-based practices. You will work closely with the Chief of Party (COP) to identify pathways of supporting knowledge sharing, communication, and networking across the program and Agency. This position is full-time and reports to the Chief of Party. The preferred location for this position is Rockville, MD but it is open for remote consideration.

The position is contingent upon award.

Core Responsibilities

  • Provide strategic technical leadership for network strengthening, knowledge management, and learning, and ensure close coordination with other objective area leads and initiatives.
  • Provide training and guidance on evidence use and generation and adaptive management to Agency staff and implementing partners, applying best practice for adult learning.
  • Support applied learning through learning events, such as meetings and workshops (virtual and in person), and by developing communication outreach materials, including infographics, fact sheets, briefs, newsletters and/or videos on key threats and interventions, for use by USAID staff and other stakeholders.
  • Research, select, and implement innovative approaches for sharing tools, resources, and overall program experiences with stakeholders working in climate change, biodiversity, and integrated programming.
  • Leverage and strengthen existing stakeholder relationships within the Agency that are key to the adoption of adaptive management and evidence-based programming.

What We Value

  • Master’s degree required; preferred in relevant subject areas such as Program Evaluation, Environmental Science, International Development or Public Policy.
  • At least 10 years of professional experience working in the use of adaptive management practices in climate change, biodiversity, and integrated programming.
  • At least 3 years of knowledge management team lead experience.
  • Expertise in developing and implementing a wide range of knowledge management activities, including knowledge products, website development, digital campaigns (e.g., e-newsletters, success stories, media engagement) as well as written products.
  • Demonstrated experience in both strategic planning and adaptive management, including the USAID principles of collaboration, learning, and adapting.
  • Demonstrated commitment to embedding equity into program design and implementation.
  • Experience with online and face-to-face approaches to knowledge management and learning.
  • Excellent communication skills (oral and written).
  • Excellent analytic skills and strong interpersonal skills.
  • Ability to multi-task and strong teamwork skills.
  • Fluency in written and spoken English required.
