Job Description

Position Purpose

  • Reporting to the AVP of Strategic Communications, this individual is responsible for the day-to-day operations of a vibrant and well-respected public, educational radio station at St. Cloud State University.
  • Supervision of full-time professional operations director, half-time arts and cultural heritage radio producer, half-time technical project analyst, graduate student and 20 student employees.
  • Complete oversight of state grant applications, including grant writing, execution of mandated financial and program reports, implementing grant funded events with vendor contracts, promotions and all other affiliated grant requirements.
  • Manage budgets/purchasing, station’s online presence with social media and audio streaming, organize pledge drives/fundraising events, organize station sponsored community events, oversee internal and external promotions/marketing, develop business underwriting, oversight/training of paid student directors and volunteer staff.
  • Facilitate relationships across units such as the Department of Mass Communications, administrative offices and other campus departments to support academic and program needs.
  • Represent and support outreach with professional broadcast organizations and develop community relationships/engagement.

Responsibilities

Radio Station Operations

  • Hiring, training, oversight, mentoring, and project development of full-time operations director, 2 half-time grant funded employees, a graduate assistant, and 20 student employees.
  • Set goals and priorities along with project oversight for the operations director, arts and cultural heritage radio producer, and student directors.
  • Complete training, daily supervision, and work assignments for student employees. This includes all areas of the radio station operations from news, production, and programming to engineering, website/social media, sports, music, marketing, and work study departments.
  • Responsible for Coordination with the SCSU Business Office (Agency, Student Finance Committee, Grants),University Advancement, and Alumni Engagement to manage the budget.
  • Set budget priorities with operational and unrestricted grants/support.
  • Responsible to complete budget proposals and communication with Student Government/Student Finance Committee and special requests by deadline. Authorize all payments, deposits, and account transactions/budget transfers.
  • Maintain budget plans on a fiscal year basis.
  • Maintain compliance with monthly and quarterly maintenance of the station’s Federal Communications Commission (FCC) online public inspection file. This includes updating the issues/programs file, and any other FCC-required filing and correspondence.
  • Ensure compliance of all FCC technical rules and regulations with proof of accurate transmission and Emergency Alert System (EAS) records with station operations director and student engineer. Maintain FCC filings, including license renewals (FCC/STL), changes in ownership, and EEO compliance filed biennially.

Grant Writing

  • Develop and write grant applications for state of Minnesota Operational and Equipment grants (general fund), and State of Minnesota Arts and Cultural Heritage Legacy Grants.
  • Grant management includes executed work plans with assessments and measurable outcomes, filing financial and progress reports and required certifications with respective agencies, and completing potential external audit of KVSC finances in partnership with the SCSU Business Services and lead accountant.
  • Ability to manage multiple grants and respective deadlines concurrently.

Fundraising/Membership Drives Pledge Drives

  • Organize two annual pledge drives to fundraise for the radio station. This involves an external communication and outreach strategy, preparing and training staff for on-air pledge week, and working with local businesses, artists, and vendors.
  • Coordinate with St. Cloud State University Advancement and Alumni Engagement (University Foundation) on donations and donor recognition.
  • Work with University Advancement on donor relations and managing contributions.

Underwriting

  • Work directly with underwriting clients to secure support of broadcast operations. This includes prospecting, developing proposals, client meetings and calls, contract negotiation, developing underwriting language, production, proof of performance, and billing.
  • Oversee student marketing director with hands-on training and project development.
  • Work directly with AMPERS (Association of Minnesota Public Educational Radio Stations) CEO and staff on network buys to ensure spot placement, production, proof of performance, and payment for all insertion orders.

Project Management/Community Outreach
Trivia Weekend
Plan, organize and successfully host KVSC’s biggest community event every February. This entails extensive preparation and oversight including: acquiring sponsors, marketing the event to students and community, oversight of primary and collateral design materials, media relations, securing and organizing 150 volunteers, technology updates with scoring/communications, communication with the campus technical support systems and the public, along with approximately 1,500 participating competitors.

Community Outreach/EventsKVSC traditionally hosts a spring birthday celebration along with other alumni and community events. New arts and culture grant funds are supporting concerts, speakers, and other outreach efforts within the community. Oversee concert/speakers planning with contracts, promotions, and logistics. Other year-round projects include: programming a live broadcast day at the Minnesota State Fair (in coordination with AMPERS), special student promotions (back to school, voter registration promotion, etc.), various remotes at community/arts events, offering station tours for local school children, Boy/Girl scout troops, etc., and job shadow opportunities for area high school students.

Community Advisory BoardCommunicate station updates via email list serve and host meetings with Community Advisory Board optimally twice a year (Dec/Jan and June/July). Keep board apprised of station priorities and solicit feedback for long range planning. Ensure the board to have representation of campus and community members reflective of the station listenership and member demographics.

Management of Online Presence
Website and Social Media

  • Oversee and advise the content on KVSC.org, Facebook, Twitter, Instagram etc. This includes auditing the visual content, writing content to support station events/promotions, ensuring webstream is operational and a quality signal, hiring and training of webmaster/social media director, and oversight of all elements of the website.
  • Develop contracts with external web design team for KVSC.org updates, new user experience tools, etc.

Format Oversight-Music, News, Sports, Special Event Programming

  • Ensure KVSC’s format is appropriate in its music, news, sports, and specialty programming. This entails clear communication regarding the music mission with the music department, direct oversight of the news department and its local coverage, and recommending programming changes and updates with the programming department.
  • Work and create annual purchase orders with content providers such as Public Radio Exchange (PRX), Native Voice One, StarDate, American Routes, Into the Music, etc. and other entities on contracts, program opportunities, and communications. Encourage and oversee special programming options for KVSC such as Monday Night Live, Minnesota Music Day, Political Debates, and Special Programming Days (recognizing historical moments, events, etc.).
  • Ensure KVSC’s on air sound is of a professional nature meeting the station’s tri-fold mission:
    • Provide practical training and experience in radio broadcasting.
    • Keep listeners informed with quality, community-based programming emphasizing local coverage.
    • Provide diverse musical programming that is an alternative choice on the radio dial.

Volunteer Communications/Training/PoliciesThere are 55 weekly on-air shifts available for students and community volunteers. There are generally 30-40 volunteers on the roster at any one time. During the academic year, student meteorologists and sportscasters add to the roster. Assist with on air questions (operational, equipment problems, calls from the public, etc.), assist with training, follow-up with programming, and training departments on volunteer successes and areas of improvement. Review and recommend suspension of volunteers if necessary. Generally be open and available to assist and guide volunteers in a wide variety of needs. Organize and host volunteer and staff appreciation activities with catered all staff meetings, bowling night, etc.

Required Qualifications

  • Master’s Degree plus one year of professional experience OR Bachelor’s Degree plus two years of professional experience
  • Demonstrated leadership of complex media or related organization
  • Excellent writing and communication skills
  • Experience with basic technical knowledge of radio broadcasting and understanding of current F.C.C. radio broadcast rules, filings and regulations
  • Other skill areas include program/format management, budget management, news and public affairs reporting, grant writing, fundraising, online and social media content management, marketing, major event planning, and community relations
  • Evidence of demonstrated ability to work with persons from culturally diverse backgrounds

Preferred Qualifications

  • A minimum of three years high-level leadership experience in management and radio broadcast and/or 5 years lower-level experience with progressive leadership in a variety of other broadcast areas such as programming, news/community affairs reporting, and development/fundraising
