The Hillsboro Police Departments (HPD) is searching for a Law Enforcement Analytic Supervisor. In this role, you will help take our team to the next level of professionalism in analytics through day-to-day supervision, training development, and ensuring best practices are followed. HPD Analysts spend most of their time supporting criminal investigations, but are also responsible for strategic and administrative analysis. The team develops reports and dashboards for internal use and is currently working on public-facing dashboards to provide police data directly to the public. As the supervisor, you will direct and prioritize projects, balancing them with investigative needs. You will respond to call-outs with your team for major cases and oversee the analyst team for large events and police missions.

The ideal candidate
Will be an experienced Law Enforcement/Crime Analyst or Supervisor who has worked criminal investigations, as well as developed statistical reports. The candidate should be familiar with best practices in the field and have earned certification through a reputable organization such as IACA.

ESSENTIAL DUTIES :
- This class specification represents only the core areas of responsibilities; specific position assignments will vary depending on the needs of the department.
- Oversees daily operational activities and provides coordination and administrative program/project support of assigned area of responsibility. Recommends, coordinates and implements initiatives for the enhancement and improvement of service or program delivery, and develops operational goals.
- Supervises staff to include: prioritizing and assigning work; conducting performance evaluations; ensuring staff is trained; ensuring that employees follow policies and procedures; maintaining a healthy and safe working environment; and, making hiring, termination, and disciplinary recommendations.
- Manages and department data projects and programs from inception to completion; provides project/program staffing and consultant selection; provides overall planning, implementation, and evaluation of required resources.
- Supervises crime and intelligence analysis using various research methods and tools to track crime incidents; performs the more difficult statistical, spatial, in-depth analytical work; develops programs, queries, and analyzes data using departmental and external databases to identify patterns and trends.
- Creates data visualizations and written products, including policy briefs, research memos, and presentations, that concisely and clearly describe complex analyses to law enforcement and community audiences. Prepares and maintains a variety of reports, maps, correspondence, forecasts, and/or related documentation.
- Coordinates, prepares, and presents current crime trends and patterns for presentation at City meetings, departmental command staff, committees, citizen advisory boards, and other public audiences. Generates and distributes reports on findings to Police Chief, Executive Staff, and Investigators.
- Attends meetings and serves as a liaison with national, state, regional, city, and community crime analysis and law enforcement agencies on crime information, trends, and series.
- Provides supervision and oversight; develops and implements processes and methodology, and strategic plans to ensure effective and accurate data reporting, and analytical products. Researches and analyzes issues, evaluates options, mediates disputes, troubleshoots problems, and resolves concerns.
- Supervises the collection, collation, and analysis of crime data to identify existing and developing crime patterns. Coordinates and directs activities, personnel, and teams involved in the design, development, coordination, and implementation of assigned projects or initiatives.
- Provides and/or oversees the development and delivery of training and training program for Law Enforcement Analysts and other department members, including detectives and police officers.
- Provides recommendations for budget preparation and purchasing and prepares resource recommendations.
- Manages records and information in any format, in accordance with applicable statutes, regulations, and City policy, guidance and records retention schedule.
- Performs other duties of a similar nature and level as assigned.
Acceptable Experience and Training
Bachelor’s degree in Criminal Justice, Computer Science, Statistics, or a related field; or any field with a Crime Analysis certification; and at least 5 years of experience in police investigations, in crime or intelligence analysis work, data collection and analysis, or a closely related field including experience in working with computers and statistical computer applications, with 1-2 years lead or supervisory experience; or, an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above.

- Must be able to pass an extensive background check and pass Criminal Justice Information System qualifications prior to hire;
