Job Responsibilities

35% 1. Under general direction, serves as the Lead Analyst for the Department of Innovation & Technology (DoIT) supporting the Illinois State Fire Marshal (SFM):

  • Develops custom agency computer applications.
  • Writes programs for all data entry screens, reports, system controls, and other outputs for agency computer programs.
  • Codes, tests, and troubleshoots programs utilizing the Microsoft ASP.NET development environment.
  • Refines data and formats final product.
  • Maintains and modifies programs.
  • Makes approved changes by amending flow charts.
  • Develops detailed programming logic, and coding changes.
  • Writes new program code using prescribed specifications.
  • Evaluates simple interrelationships between programs to determine whether a contemplated change in one part of a program would cause unwanted results in a related part.
  • Utilizes jQuery/Java Script, or HTML, MS SharePoint, MS Office Suite, MS Project, MS Visio, Crystal Reports, Microsoft Visual Studio and Adobe in performance of job duties.

30% 2. Updates the agency public website:

  • Posts information to agency website.
  • Develops and maintain agency website structure.
  • Develops small applications for web publication.
  • Reviews agency web site material periodically to remove out-date materials.

15% 3. Tests and develops programming modifications:

  • Documents using agency standard procedures.
  • Works with agency users to develop and execute test plans.
  • Maintains the appropriate documentation of the testing processes using SharePoint services.

10% 4. Maintains software library of all system programming and modifications using Microsoft’s version control technology:

  • Maintains all required documentation of all systems programming.

5% 5. Keeps abreast of new developments in the Information Technology (IT) field:

  • Continues education by attending meetings, training sessions, seminars, and conferences to increase familiarity with and maintain current on IT products, vendors, techniques, and procedures.
  • Attends demonstrations and exhibitions related to assigned operations.

5% 6. Performs other duties as required or assigned which are reasonably within the scope of duties enumerated above.

Minimum Qualifications

  1. Requires knowledge, skill, and mental development equivalent to four (4) years college with course work in computer science or directly related Information Technology (IT) fields.
  2. Requires one (1) year of professional experience in Applications Services or a related Information Technology (IT) field

Specialized Skills

  1. Requires one (1) year of professional experience with ASP.Net Framework, jQuery/Java Script, or HTML.
  2. Requires one (1) year of professional experience in custom application development.
  3. Requires one (1) year of professional experience in MS SharePoint, MS Office Suite, MS Project, or MS Visio.
  4. Requires one (1) year of professional experience Adobe capabilities to create, extend and configure templates and components.

Preferred Qualifications (In Order of Significance)

  1. One (1) year professional programming experience in Microsoft ASP.NET Software.
  2. One (1) year of professional experience in custom application development.
  3. One (1) year of professional experience in MS SharePoint, MS Office Suite, MS Project, or MS Visio.
  4. One (1) year of professional experience Adobe capabilities to create, extend and configure templates and components.
  5. Extensive knowledge of personal computers, server administration and repair.
  6. Working knowledge of Microsoft Visual Studio
  7. Ability to create Crystal Reports or Adobe Forms experience.
  8. Working knowledge of the methods, procedures, and techniques of conducting feasibility studies for system conversions and enhancements.
  9. Ability to analyze data logically and exercise sound judgment in defining and evaluating problems of an operational or procedural nature.
  10. Ability to coordinate the activities of work associates to achieve desired results.
  11. Ability to maintain satisfactory working relationships with others.
  12. Developed verbal and written communication skills to present information to others with clarity and precision.

Conditions of Employment

  1. Requires ability to travel.
  2. Requires ability to work overtime OR serve on an on-call basis.
  3. Requires ability to pass a position specific, agency required background check.
  4. Requires ability to work outside of normal business hours to meet deadlines.
  5. Requires ability to use agency-supplied equipment (cell phone, laptop, etc.).
  6. Requires ability to attend seminars, conferences, and trainings to stay current on methods, tools, ideologies, or other industry related topics relevant to the job duties.
  7. Requires the ability to lift and carry objects or equipment weighing up to 20 pounds. This is considered light work as defined by the U.S. Department of Labor (20 CFR 404.1567(b)). Light work involves lifting no more than 20 pounds at a time with frequent lifting or carrying of objects weighing up to 10 pounds.
