About the position
The Lead Animal Control Officer provides direction in the enforcement of city and state ordinances governing citizen ownership of animals within the City of San Bernardino. The incumbent in this position investigates reports of animal cruelty, abandonment, patrols assigned areas, and collects and transports animals to the City Animal Shelter.
The Animal Services Department is accepting applications to fill one (1) full-time vacancy as a Lead Animal Control Officer. The ideal candidate will be an experienced Lead or Supervisor with experience in providing direction in the enforcement of city and state ordinances governing citizen ownership of animals. The selected incumbent will be detail-oriented and have at least three (3) years of experience in the care and handling of animals in a kennel, veterinary or related field.

Minimum Qualifications
Education and Experience:
High School diploma or G.E.D.; AND three (3) years of experience in the care and handling of animals in a kennel, veterinary or related field; or an equivalent combination of training and experience.
Licenses, Certifications, and Equipment:
- A valid State driver’s license is required.
- PC 832
- Euthanasia Certificate
- Certified Animal Control Officer (CACO) must be obtained within one year of hire.
Physical Requirements and Work Environment:
The employee frequently works in extreme outside weather conditions and on slippery and uneven surfaces. The employee is often exposed to dangerous, injured, or diseased animals. The employee is frequently exposed to wet or humid conditions, fumes or airborne articles, toxic or caustic chemicals, zoonotic and other communicable diseases. The noise level in the work environment is frequently loud within confined areas. While performing the duties of this job, the employee is frequently required to use hands to finger, handle, feel or operate objects, tools or controls; and reach with hands and arms. The employee is frequently required to climb, balance, stoop, kneel, crouch, crawl, walk, sit, talk and hear. The employee must regularly lift and/or move up to 50 pounds and occasionally up to 100 pounds. Specific vision abilities required by this job include close vision, distance vision, color vision and the ability to adjust focus.

Health Insurance – Eligible to receive a City contribution of $715.00 or $1,724.00 to help offset health, dental and vision premiums. Eligible employees who waive all medical, dental, vision, supplemental life, and supplemental AD&D benefits will recieve an annual “Health Insurance Waiver Stipend” of $3,250.00 every first paycheck of December.
Retirement for Current Members – For employees hired after 1/1/2013 who are current members of California Public Employees’ Retirement System (CalPERS) or a reciprocal agency as of 12/31/12 and have not been separated from service from such agency for six months or more, the retirement benefit shall be 2% @ 55; highest single year of compensation.
Retirement for New Members – For employees hired 1/1/2013 or later and who are not a member of the California Public Employees’ Retirement System (CalPERS) or a reciprocal agency as of 12/31/12, or those who have been separated from a public agency which contracts with CalPERS or a reciprocal agency for six months or more, the retirement benefit shall be 2% @ 62; 3 year final compensation. New members will be obligated to pay 50% of the “normal cost” of their retirement benefits as required by State law.
