Summary
Enforces city ordinances and enforces state and federal regulations. Investigates and assists in prosecution of municipal, state, or federal court. Follows up on dangerous animals, bite investigations, and manages long term projects.
Essential Functions

  • Respond to public complaints and request for service received from Police Department, Animal Services dispatch, or directly from the public;
  • Acts as lead investigator on cruelty investigations; investigate other violations of animal control ordinances and issues warning or citations as required;
  • Follows up on animal complaints including dangerous animals, bite investigations, wild animal enforcement;
  • Manages and tracks projects related to animal cruelty, dangerous animals, and other long term projects;
  • Testifies as to conditions of animals, facilities, treatment, or other concerns in cases related to animals;
  • Maintain detailed records of daily, weekly, and monthly activities using notebook computer and specialized software;
  • Euthanize animals following standard operating procedures;
  • Respond to requests for animal control assistance as necessary after normal business hours or in difficult situations
  • Maintain department equipment including, but not limited to, animal transport vehicles, personal protective equipment, computers, communications equipment, and electronic equipment;
  • Enforce and interpret City of Lubbock codes of ordinances, state and federal laws and regulations;
  • Maintain knowledge of safe handling and transporting of livestock, domestic animals, and exotic animals and wildlife;
  • Perform related duties as required.

Physical Requirements:

  • Frequently lift and carry up to 50 pounds
  • Occasionally lift and carry up to 75 pounds.
  • Frequently stand and walk during the shift
  • Occasionally climb ladders, stairs, and inclined surfaces;
  • Push and pull objects in order to place animals into a cage;
  • Frequently flex upper trunk foward at the waist and partially at the knees to pick up animals;
  • Frequently rotate upper trunk to the right and left while sitting or standing;
  • Place arms above, at, and below shoulder height;
  • Coordinate eye, hand and foot movement in order to operate a vehicle.

Qualifications
Completion of a high school diploma or the equivalent with an additional one year experience as an Animal Services Officer; or any combination of relevant education and experience relative to the position

Must possess:
Valid Current Texas Driver’s License
Basic Animal Control Officer Certification
Euthanasia Technician Certification
Knowledge and Abilities
Knowledge of:

  • Various breeds of dogs, cats, and other domestic and wild animals;
  • Animal behavior;
  • Investigations related to animal cruelty;
  • Basic methods of animal collection;
  • Use and care of chemical capture equipment;
  • Law enforcement principles and procedures;
  • Report writing skills.

Ability to:

  • Learn, interpret, and understand laws and regulations governing the humane treatment of animals;
  • Perform a variety of animal shelter and field operations;
  • Provide assistance to law enforcement an demergency personnel in a variety of capacities;
  • Communicate clearly and concisely, orally and in writing;
  • Accurately observe and remember names, places, incidents, people and animals;
  • Ability to educate staff on complex, unordinary compliance issues;
  • Ability to assist staff on difficult recurring long-term compliance issues;
  • Establish and maintain cooperative relationships with those contacted in the course of work;
  • Perform duties with a significant degree of independence within established guildelines and procedures;
  • Exercise sound judgment in evaluating situations and in making decisions;
  • Follow verbal and written instructions;
