Washington State Department of Transportation (WSDOT) is the steward of an integrated, multimodal transportation system that helps to ensure people and goods move safely and efficiently throughout the state. The Opportunity
WSDOT is currently seeking a skillful individual who understands standard engineering procedures and techniques to accomplish a wide variety of work in the office, and/or field. In this role, you will serve as the lead designer & construction inspector. Responsibilities as the Lead Designer & Inspector will include developing and preparing project summaries, contract plans, specifications, estimates (PS&E), plans for approval, special provisions, and hydraulic summaries. The successful candidate will also use civil engineering software to facilitate the design and cost estimates of transportation projects. This position works directly with other agencies, specialty groups, and stakeholders on design issues.

What to Expect
Construction work is performed at an outdoor construction site for observation, information gathering, and occasional physical activities. Exposure to hazards include traffic, noise, construction, weather, and uneven terrain.

Among the varied range of responsibilities held within this role, the Lead Designer & Inspector will:

  • Gather field data, performs quantity calculations, works with support groups and utilizes software and programs such as In- Roads, Microstation and other programs such as PSE Word, and Ebase.
  • Perform construction materials review/management, project inspection and materials testing working directly with contractors, permitting/funding agencies, members of the public and other project stakeholders.
  • Interpret highway construction plans, specifications, and provisions.
  • Perform construction layout as required.
  • Monitor contractor activities for one or more major aspects of a project such as excavation, embankment, traffic control, drainage, hot mix asphalt and concrete paving, electrical work, signing, pavement marking.
  • Perform all phases of structures inspection including checking foundation excavation, pile driving, shaft construction, position of reinforcing bars, placement of concrete and backfill.
  • Measure and calculate quantities and prepare documentation to support payment for activities inspected.
  • Prepare and/or check survey notes, field notes, daily inspection reports, force account records, material verification and other documentation.

Qualifications
This is a Transportation Engineer 2 (TE2) position. However, the hiring manager reserves the right to fill the position at a lower level (TE1) depending on qualifications, providing an opportunity for an individual to gain the required experience on the job as part of a formal “in-training” plan.

To be considered for this opportunity at the TE1 level, at least one of the following are required:

  • A Bachelor’s degree in civil or structural engineering. -OR
  • Certification as an Engineer-In-Training.

To be considered for this opportunity at the TE2 level, at least one of the following are required:

  • Two (2) years of experience as a , , , or equivalent experience such as roadway designer, CAD design and drafter, or similar position.
  • Certification as an Engineer-In-Training and one (1) year of experience as a Transportation Engineer 1, Transportation Technician 3, Bridge Engineer 1, or equivalent experience such as roadway designer, CAD design and drafter, or similar position. OR
  • A Master’s degree with major study in civil engineering, structural engineering, geotechnical engineering, soil mechanics, traffic, transportation, engineering management or a closely related field.

In addition to one of the above, the following are also required:

  • Knowledge and understanding of transportation engineering principles, practices, and methods in both the project development and construction phases of projects.
  • Knowledge and understanding of developing Plans, Specifications, and Estimate (PS&E) packages.
  • Ability to perform work outdoors on uneven surfaces in inclement weather, adjacent to traffic and heavy equipment during both daylight and night hours.
  • Ability to interpret data, identify problems and develop solutions using sound engineering judgment and guidelines on complicated transportation projects.
  • Experience with computer/software applications including Microsoft Office Suite program for letters, report writing, spreadsheets, web browsers and other technical software programs.
  • Ability to communicate in a professional and effective manner orally and in writing with peers, support offices, contractors, consultants, and the public by telephone, computer, or in person.
  • Ability to routinely manipulate and transport up to 40 pounds of various materials/equipment.
  • A valid driver’s license to operate a state motor vehicle and travel to and from project sites.

It is preferred that qualified candidates also have:

  • Certification as an Engineer-in-Training.
  • Knowledge of WSDOT policies and practices applicable to design and construction of transportation projects.
  • Experience using Microstation and/or InRoads.

  • In addition to the salary range listed, a general wage increase of 4% will be applied for all state employees on July 1, 2023.
  • Occasional travel to Olympia and travel to jobsites will be required.
  • In addition to base salary, employees may be entitled to other forms of compensation depending on the type, duties, or location of the position. Retirement and Deferred Compensation
State Employees are members of the Washington Public Employees’ Retirement System (PERS). New employees have the option of two employer contributed retirement programs. For additional information, check out the Department of Retirement Systems’ web site.

Employees also have the ability to participate in the Deferred Compensation Program (DCP). This is a supplemental retirement savings program (similar to an IRA) that allows you control over the amount of pre-tax salary dollars you defer as well as the flexibility to choose between multiple investment options.

Social Security
All state employees are covered by the federal Social Security and Medicare systems. The state and the employee pay an equal amount into the system.

Public Service Loan Forgiveness

Holidays
Full-time and part-time employees are entitled to paid holidays and one paid personal holiday per calendar year.

Note: Employees who are members of certain Unions may be entitled to additional personal leave day(s), please refer to position specific Collective Bargaining Agreements for more information.

Full-time employees who work full monthly schedules qualify for holiday compensation if they are employed before the holiday and are in pay status for at least 80 nonovertime hours during the month of the holiday; or for the entire work shift preceding the holiday.

Part-time employees who are in pay status during the month of the holiday qualify for the holiday on a pro-rata basis. Compensation for holidays (including personal holiday) will be proportionate to the number of hours in pay status in the month to that required for full-time employment, excluding all holiday hours. Pay status includes hours worked and time on paid leave.

Sick Leave
Full-time employees earn eight hours of sick leave per month. Overtime eligible employees who are in pay status for less than 80 hours per month, earn a monthly proportionate to the number of hours in pay status, in the month to that required for full-time employment. Overtime exempt employees who are in pay status for less than 80 hours per month do not earn a monthly accrual of sick leave.

Sick leave accruals for part-time employees will be proportionate to the number of hours in pay status, in the month to that required for full-time employment. Pay status includes hours worked, time on paid leave and paid holiday.

Vacation (Annual Leave)
Full-time employees accrue vacation leave at the rates specified in (1) or the applicable collective bargaining agreement (CBA). Full-time employees who are in pay status for less than 80 nonovertime hours in a month do not earn a monthly accrual of vacation leave.

Part-time employees accrue vacation leave hours in accordance with (1) or the applicable collective bargaining agreement (CBA) on a pro rata basis. Vacation leave accrual will be proportionate to the number of hours in pay status, in the month to that required for full-time employment.

Pay status includes hours worked, time on paid leave and paid holiday.

As provided in , an employer may authorize a lump-sum accrual of vacation leave or accelerate the vacation leave accrual rate to support the recruitment and/or retention of a candidate or employee for a Washington Management Service position. Vacation leave accrual rates may only be accelerated using the rates established WAC 357-31-165.

Note: Most agencies follow the civil service rules covering leave and holidays for exempt employees even though there is no requirement for them to do so. However, agencies are required to adhere to the applicable RCWs pertaining holidays and leave.

Military Leave
Washington State supports members of the armed forces with 21 days paid military leave per year.

Bereavement Leave
Most employees whose family member or household member dies, are entitled to three (3) days of paid bereavement leave. In addition, the employer may approve other available leave types for the purpose of bereavement leave.
