Summary

This position will function as the Lead of the Recruitment Event and Concentrated Hiring (REACH) team. The REACH team will have primary responsibility for coordinating and executing onsite recruitment events within VISN 5. The team will also handle concentrated hiring based on emerging priorities within the VISN. This team’s main focus will be recruitment events and onboarding of selections made at such events. Relocation incentive may be authorized.

Duties

The recruitment events and concentrated hiring events team will be a newly established team focusing primarily on recruitment and hiring events throughout the VISN. VISN 5 is geographically located in the DC/Baltimore/West Virginia region. This position will work closely with medical center service lines and senior leaders as well as strategic business units to ensure smooth and expeditious hiring events and onboarding of selected applicants. Due to location of hiring events, relocation expenses may be authorized as selectee must reside within 50 miles of Baltimore or DC VAMC.

Lead Duties – 25%

  • Incumbent serves as a VISN Shared Services Unit (SSU) R&P Team Lead with minimal supervision from the SSU R&P Supervisory HR Specialist.
  • Responsible for the general working oversight of at least 5 HR Specialists (GS-0201-12) in the R&P SSU.
  • Distributes and balances workload among employees in accordance with staff work flow.
  • Keeps in touch with the status and progress of work.
  • Provides on the job training to new employees in accordance with established procedures and practices.
  • Maintains current knowledge and answers other employees’ questions on procedures, policies, directives, etc.
  • Checks on work progress or spot checks work not requiring review to ensure that supervisor’s instructions on work sequence, procedures, methods and deadlines have been met.
  • Reports to the supervisor on performance, progress and training needs of employees, on behavior problems and provides information to supervisor as requested concerning promotions, reassignment, or recognition of performance.

Recruitment & Placement – 25%

  • Evaluates applications and resumes using Office of Personnel Management (OPM) and Veterans Administration (VA) qualification standards, verifies eligibility, and rates and ranks applicants.
  • As authorized by OPM, he/she is responsible for drafting and preparing announcement(s).
  • Evaluating, rating and ranking applications; adjudicates veteran’s preference; updating various logs, maintaining active and inactive files and pending files, etc.
  • Prepares or edits final drafts, examination announcement, recruiting plans, rating schedules and qualification inquiry forms in subject matter areas which the qualification and methods for their determination involve difficulty in definition and development.
  • Prepares vacancy announcements based on Position Description (PD) and/or functional statements (FS) and Subject Matter Expert (SME) analysis of the position, qualifies/disqualifies applicants, and maintains all documentation for the job announcement.

Recruitment & Placement Quality Review – 25%

  • Serves as a Senior Quality Reviewer for the assigned R&P SSU.
  • Responsible for the quality review of Staffing, Recruitment and Placement information management systems and its management to ensure compliance with regulations and interpretation of the organization’s Personnel Accountability, HR policies and procedures to address issues that require substantial interpretation.
  • Ensures position data is accurately captured, i.e., position type, FLSA eligibility, appropriation code, bargaining unit status, duty station, etc. Reviews grade, step, and salary on personnel actions to ensure all pay-setting laws and regulations are adhered to for a variety of Title 5, Title 38, and Title 38 Hybrid positions.
  • Ensures data fields on personnel actions are coded appropriately, to include verifying the correct nature of action and legal authority codes are being utilized.

Consultation – 25%

  • Writes a variety of documents to include items for newsletters, information needed on congressional inquiries, responses to reconsiderations, letters responding to inquiries from employees and other customers, and provides guidance on regulations, policies, directives and applicable supplements.
  • Advises and consults on targeted recruitment strategies and non-traditional recruitment opportunities specific to the local and regional market area, such as targeted job fairs-including both local and virtual fairs-social media recruitment campaigns.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/10/2023.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. To qualify for this position at the GS-13 level, you must meet one of the following listed Criteria:

Research, interpret, analyze and apply federal HR regulations, laws and policies for recruiting, examining, selecting and placing employees; and advising management in identifying, attracting and retaining quality and diverse workforce. Manage personnel action processing, pay setting guidance and employee benefits and compensation flexibilities. Developing solutions to unique or unusually complex problems regarding human resources management operations. ~OR~

Criteria 2- Specialized Experience: You must have at least one (1) year of specialized experience equivalent to the GS-12 grade level in federal service that demonstrates HR management knowledge, concepts and principles and the performance of work in one or more of the HR specialty areas. Qualifying education for the GS-0201 series includes courses and programs in HR, HR development, HR management, business, business management/administration, industrial relations, labor relations, industrial psychology, organizational psychology, organizational development, management, organizational behavior, pre-law/law, legal studies, health care management/administration, public administration, public policy, human services, leadership and/or humanities.
