General Purpose
The City of Burlington has received Housing & Urban Development funding through the Office of Lead Hazard Control and Healthy Homes since 2003 and is currently in their 6th grant cycle. This funding supports the Burlington Lead Program (BLP) to reduce lead hazards and create healthier homes for low-income households in Burlington and Winooski households. The Lead Program Specialist I – Enrollment is responsible for providing project management and community outreach support to the BLP. The Specialist primarily works in enrollment, education/outreach, relocation, and general operations of the BLP. The Lead Program Specialist I must work closely with all Lead Program Staff. This position is funded through July, 2024 with the City committed to seeking continuation funding. The City allows a hybrid work schedule for this position.
Pay Grade: 16
Union: American Federation of State County and Municipal Employees (AFSCME).

Essential Job Functions
Enrollment through Education and Outreach:
- Develop and implement marketing and enrollment plans and materials for BLP, to include the distribution of materials, direct public engagement, and strengthening partnerships within the medical, energy and building sectors.
- Provide education and conduct site visits at homes where an occupant has an elevated blood lead level (EBL).
- Provide education on lead paint and healthy homes hazards to enrolled households with expectant parents and/or young children
- Provide targeted outreach to potential applicants.
- Collect blood lead level data in compliance with HIPPA and grant requirements.
- Assist in the scheduling and coordination of Vermont Inspection Repair and Cleaning (IRC), Renovate, Repair & Painting (RRP) and Lead Abatement training classes.
- Schedule, conduct, and track all educational site visits.
- Recruit property owners to enroll their unit(s).
- Handle all inquiries regarding the program.
- Assist with application processing, when needed.
- Assist in developing and implementing program policies.
Project Management:
- Prepare commitment letters and other correspondences.
- Collect, review and update data as needed including updates to the Open Data Portal
- Assist with the preparation of reports to tenants and property owners. Provide follow up and updates on a regular basis.
- Maintain HUD project files (electronic & paper) throughout the project to ensure completeness of files through grant close-out.
- Assist in the preparation and execution of Historic Preservation reviews.
- Understand and assist in the implementation of current and updated HUD policy guidance.
Relocation:
- Coordinate and oversee all aspects of temporary relocation while ensuring compliance with federal Uniform Relocation Act requirements.
- Assist in improving, streamlining and implementing relocation policies and procedures.
- Conduct unit preparation visits.
Non-Essential Job Functions:

Qualifications/Basic Job Requirements

- Bachelor’s degree in Public Health, Environmental Health, Environmental Science, or a related field and two (2) years related professional experience.
- Additional experience may be considered in place of a degree requirement on a two-for-one per year basis.
- Ability and desire to obtain a VT Lead Inspector/ Risk Assessors license within first year of employment.
- Experience in historic preservation, environmental sciences, community development or construction management is a plus.
- Ability to effectively communicate with property owners and occupants about sensitive and personal information.
- Demonstrated ability to develop relationships and work effectively with various community populations and organizations.
- Experience in the public sector preferred.
- Comfortable speaking in front of large groups.
- Knowledge of building components and basic construction methods preferred.
- Regular attendance is necessary and is essential to meeting the expectations of the job function.
- Previous experience and the ability to understand and comply with State, Federal & City standards, rules and regulations.
- Demonstrated organizational skills, with attention to detail.
- Proficiency with computer usage, including databases, word processing, spreadsheets, and email
- Ability to plan, organize and coordinate workload to meet deadlines.
- Ability to assume administrative responsibility for the Lead Program and carry out tasks with minimal instruction.
- Ability to communicate effectively both in writing and orally.
- Willingness to work flexible hours including nights and weekends if necessary for education and outreach events.
- Ability to resolve conflicts and adversarial opinions when working with contractors, property owners and tenants.
- Ability to work as a team and independently and to budget time and tasks.
