Summary

The position is located at the John D. Dingell VA Medical Center in the Physical Medicine and Rehabilitation Services Department. The Lead Recreation Therapist has the responsibility for planning, organizing, and implementing a comprehensive recreational therapy program throughout the facility. The therapist ensures the maximum use of resources to accomplish recreational therapy, departmental and hospital objectives.

Duties

Major duties and responsibilities include but are not limited to the following:

  • Monitors and reports on the status and progress of work, checking on progress and reviewing completed assignments to see that the Chief of Recreation and Creative Arts Therapy Services instructions on work priorities, methods, deadlines, and quality have been achieved.
  • Resolves simple, informal complaints of employees and refer others, such as formal grievances and appeals, to the Chief of Recreation and Creative Arts Therapy Services.
  • Responds to concerns of staff, patients, relevant others, and community at large.
  • Planning the comprehensive recreational therapy program throughout the facility to ensure interventions and treatments are meeting the Veteran’s needs. Based on clinic utilization and patient access, the employee provides solutions to provide clinic/program coverage to prevent cancellation of treatment. Outpatient programming includes managing consults to provide patient access per current policy.
  • The employee develops new evidence-based interventions making recommendations for staff training and competencies to implement these programs. This may require the employee to organize and implement in-service trainings. For all assigned programs, the employee is responsible for maintaining an inventory of all clinical supplies and placing orders for supplies as needed within assigned budget.
  • The employee provides estimates and reports on expected time of completion of work, maintains records of work accomplishments and time expended, and prepares production reports as requested. Records include maintaining accurate data on recreation therapy clinic utilization, staff productivity, consult management, resource allocation and supply expenditures.
  • The employee will represent recreation therapy section at various JDDVAMC and community organization meetings and/or events providing comprehensive program materials and presentation.
  • The employee is responsible for instructing employees in specific tasks and job techniques, making available written instruction, reference materials and supplies required for daily operation. This requires the employee to keep in touch with the status and progress of work, and make day-to-day adjustments in accordance with established priorities, obtaining assistance from the supervisor on problems that may arise in a timely manner.
  • The Employee is assigned as a mentor to provide on the job training in accordance with established procedures and practices.

    The employee maintains a current knowledge and answers questions of other employees on procedures, policies, directives, etc. and obtains needed information or decisions from supervisor on problems that come up. The employee provides information to supervisor as requested concerning promotions, reassignment, and recognition of outstanding performance.

  • The employee coordinates staff coverage for all recreation therapy programs making assignments as necessary to ensure successful clinic implementation. When it is determined that adequate coverage is not available, the employee provides recommendations to supervisor regarding clinic cancellation and enters in the CPM Portal. If supervisor is unavailable, the employee is responsible to make unilateral decision regarding clinic cancellation(s).
  • Resolves simple, information complaints of employees and patients referring others to supervisor. Additionally, the employee

    performs chart reviews of staff, reporting to supervisor on performance, progress, and training needs of employees.

  • Maintains treatment records, prepares progress notes, answers consult and does related administrative assignments as

    delegated and in accordance with professional practice and governing regulations.

  • Communicates with supervisor on matters related to veterans’ activities and programs, favorable or unfavorable episodes or incidences which may enhance or hinder recreational activities and may have favorable or unfavorable reflection on the department.
  • Participates in team meetings and communicates with other personnel to assess and evaluate the effectiveness of ongoing

    programs and relates the findings to supervisor.

  • Maintains treatment records, prepares progress notes, answers consult and does related administrative assignments as

    delegated and in accordance with professional practice and governing regulations.

  • Performs other duties as assigned by supervisor.

Qualifications

Basic Requirements:

  • United States Citizenship: Citizen of the United States (U.S.). (Non-citizens may be appointed when it is not possible to recruit qualified candidates in accordance with 38 U.S.C. § 7407(a)).
  • English Language Proficiency: Must be proficient in spoken and written English, as required by 38 U.S.C. § 7403(f).
  • Education and Experience: The individual must meet at least one of the requirements below:
    • (1) A bachelor’s degree or higher, from an accredited college or university, with a major in therapeutic recreation or recreation/leisure, with an option and/or emphasis in therapeutic recreation. The degree must be approved by the National Council for Therapeutic Recreation Certification (NCTRC);

      OR,

    • (2) A bachelor’s degree or higher in any field from an accredited college or university and must be a certified therapeutic recreation specialist (CTRS). The degree must be approved by the NCTRC. If hired under this education, the certification cannot be waived.
  • Certification: Applicants must be certified in recreation therapy as a CTRS by the NCTRC. If hired under paragraph 3b(1)(b), certification cannot be waived..

May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria).

Grade Determinations:

GS-12 LEAD RECREATION THERAPIST

(A) Experience: At least one year of creditable experience at the next lower grade level GS-11:

(B) Demonstrated Knowledge, Skills, and Abilities- In addition, the candidate must demonstrate the all following Knowledge, Skills and Abilities:

  1. Knowledge of recreation therapy across multiple types of clinical practice..
  2. Ability to provide professional oversight and consultation for staff therapists and guidance to auxiliary staff, volunteers, and trainees.
  3. Ability to monitor and report on the status and progress of work and make adjustments to accomplish the workload, in accordance with established procedures.
  4. Ability to facilitate program development, outcome management, and strategic planning.
  5. Ability to act as a liaison between staff, volunteers, or trainees, and serve as an immediate supervisor to resolve informal complaints and concerns.
  6. Knowledge of procedures and policies to provide oversight and training for auxiliary staff, volunteers, and trainees.
  7. Skill in coordinating clinical activities within the workgroup.
  8. Skill in leading and directing staff to implement evidence-based recreation and/or creative arts therapy approaches to patients with varied treatment needs and skill level.

(C)Assignment : For all assignments above the full-performance level, the higher-level duties must consist of significant scope, complexity (difficulty), range of variety, and be performed by the incumbent at least 25% of the time. Lead therapists are found in complexity level 1 facilities, or in facilities of lesser complexity levels where there are large affiliate network recreation and/or creative art therapy departments. Therapists at this level have experience that demonstrates advanced practice skills and sound clinical judgment across many areas of recreation and creative arts therapies. Leads are responsible for completing complex evaluations and treatments. They are required to apply advanced evaluation methodologies and treatment theories in the provision of care to a vast array of patients with differing functional impairments. They provide clinical practice guidance for other recreation and/or creative arts therapy staff. Lead therapists monitor work flow, make work assignments, provide input on performance, resolve daily workplace issues, and maintain efficient flow of patient care. The lead may provide primary reports to the chief for the daily delivery of department programs, reporting, staffing, and scheduling. Lead therapists provide training for the department’s auxiliary staff, volunteers, and trainees. They provide instruction in maintenance of all service equipment and coordinate patient care plans to reduce redundancies and delays in patient treatment.
