Characteristic Duties and Responsibilities
Characteristic Duties& Responsibilities:
- Administrative Operations: Answers and direct calls, greet customers for legal services, responds to customer inquiries for legal services and requests for information. Manages incoming and outgoing office mail; routes routine correspondence and informational material to appropriate staff. Schedules travel and meeting arrangements and coordinates reimbursement. Ensures appropriate supplies are available for successful officeoperation.
- Electronic Record Retention and Organization: Develops and maintains comprehensive electronic files and records for litigation management, insurance reporting and underwriting documentation and systems, as well as preparation of legal correspondence and documents.
- Data Collection and Report Creation: Compiles data and writes complex reports and lists for General Counsel, Assistant General Counsel, and other stakeholders. Reviews reports and lists to verify information; conducts research and prepares reports concerning regulatory and compliance matters.
- Policy Development and Review: Reviews, analyzes, and assists in drafting college policies, administrative procedures, and standard operating procedures. Assists in the coordination of cyclical reviews of college policies and administrative procedures.
- Cross-Functional Collaboration: Collaborates with various stakeholders, external counsel and other vendors to obtain and exchange information and documentation related to legal, and operational matters, including responding to public records requests, processing contract review requests and drafting documents using approved templates.
- Budgeting & Fiscal Responsibility: Performs financial transactions such as: EPRs, Blanket Orders, Purchase Orders, Budget Transfers, Budget Inquiries, etc. Monitors and tracks department budget including legal billing and fees. Prepares computerized methods of tracking legal fee expenditures, coordination of payment responsibility, and related matters. Committee and Board Involvement: Participates in cross-functional committees, may serve as secretary, Includes preparing agendas and support materials for committee meetings; distribute materials to appropriate individuals; coordinate meeting arrangements and follow-ups; transcribes minutes as required. Assists in the coordination of the annual MATC District Board appointment process; supports the development and monitoring of board requests, including board policies and procedures.
- Continuous Learning & Professional Development: Maintains current knowledge of best practices and standards in higher education with an emphasis on community colleges. Actively organizes and/or participates in applicable workgroups, committees and professional associations or conferences to promote continuous learning. Participates in trainings and workshops to increase knowledge, awareness, and practice of the College’s diversity, equity, and inclusion initiatives.
- Ethics and Confidentiality: Practices honesty by demonstrating a consistent and uncompromising adherence to strong moral and ethical principles, values, truthfulness and accuracy in all actions. Addresses all student and employee behavior in a confidential and respectful manner.
- Other Duties: Performs other related duties within the scope of the position as required for the efficient operations of the division and to support institutional objectives.
Qualifications
Minimum Qualifications:
Required Education:
- Associate’s or technical degree in Business Management, Legal Studies/Paralegal or in a related field.
Required Experience:
- Five (5) years of progressively responsible work experience in compliance or as a paralegal.
Preferred Education:
- Bachelor’s degree in related field
Preferred Experience:
- Seven (7) years of progressively responsible work experience in compliance or as a paralegal.
- Experience in the public sector and working knowledge of public records and open meetings law, contract drafting, and organizational policy and procedure compliance is desirable; or any equivalent combination of training and experience of work related experience.
Knowledge, Skills, & Abilities:
- Knowledge and experience in reading and interpreting legal correspondence and legal documents, as well as policies and procedures, personnel documents, financial reports and documents.
- Extensive knowledge and experience working in an multi-department organization which requires working with multiple stakeholders, including executive level professionals.
- Ability to respond professionally to inquiries, complaints and information from various stakeholders.
- Strong verbal, written, analytical and persuasive skills and the ability to interact effectively with all levels of employees, management and the District Board.
- Ability to communicate effectively on sensitive and confidential matters, including both oral and written communications.
- Experience utilizing record keeping and experience with document maintenance, retention and organization protocols.
- Proficient with Google Suite, Microsoft Office including Excel, Word and Outlook and other reporting software
- Excellent organizational skills with an ability to prioritize and manage multiple tasks and a variety of demands.
- Strong self-motivation and ability to work both independently and as a team member.
- Demonstrated ability to work effectively with people of diverse backgrounds and promote a positive working environment.

Supplemental Information
Start Date:
This position supports Associate General Counsel and General Counsel, and is available starting 9/11/2023.
Hours:This position is a 1.0 FTE or 40 hours per work week. Work is conducted primarily during business hours 8:00am – 4:30pm, Monday – Friday. Position is eligible for hybrid/flexible work arrangement.
Salary:
Salary is listed to the midpoint of the salary range and is based on the 2023/2024 rates and are determined by years of experience credit and internal salary equity.

Dental Insurance
- MATC offers a group dental plan through Delta Dental.
- Upon selection, the dental insurance plan coverage begins the first of the month following start date.
- Annual maximum per covered person is $2,500; plan covers preventive, routine, restoration, and has an orthodontic benefit for dependents up to age 19.
Vision Insurance
- MATC offers a group vision plan through Superior Vision..Upon selection, the vision insurance plan coverage begins the first of the month following start date.
- Plan covers eye exam, frames, lenses and contact lenses.
Group Life Insurance
- MATC offers group term life insurance benefits through Madison National Life Insurance Company effective the first of the month of start date and is fully paid for by the College. The amount of insurance is based upon the employee’s annual earnings rounded to the higher $1,000.00. The benefit is doubled in the event of accidental death.
- Supplemental Life Insurance is also available at group rates for employees, spouses, and dependents to purchase.
Long-Term Disability
- MATC offers long-term disability insurance through Madison National Life Company after 30 days of employment and is fully paid for by the College. Benefits provided are equal to 66 2/3% of base monthly earnings.
Flexible Spending Accounts
- MATC offers two types of Flexible Spending Accounts (FSA):
- Health Care FSA
- Dependent Care FSA
Retirement Savings
- Regular full-time employees of MATC who are hired for greater than 12 months become members of the Wisconsin Retirement System (WRS)’s pension system as of day one of employment. The College currently pays the full cost of the employer contribution (6.8%), and the employee pays the full part of the employee contribution of 6.8% of salary. There is a five year vesting period requirement in order to qualify for any employer contributions made on the employee’s behalf. Contribution rates are subject to change annually as set by the State.
- In addition to the WRS pension account, employees may enroll in other optional retirement savings plan such as a 403(b) account or a 457 account on a pre-tax or post-tax basis.
Sick Leave
- MATC offers employees a generous sick leave plan per year.
- Each employee may accumulate up to 165 days of full sick leave with an unlimited accumulation of half pay sick leave.
Vacation
- MATC offers a vacation policy to employees for the purpose of rest and relaxation.
- Vacation is earned at a generous rate each year of employment. (Not available for Instructors)
Paid & Flexible (Floating) Holidays
- MATC offers 12 paid holidays for non-Faculty positions and 7 paid holidays for Faculty positions.
- MATC provides two flexible (floating) holidays per employee per year. (Not available for Instructors).
Tuition Benefits:
- Employees are eligible for tuition reimbursement and waiver after completing probationary period.
- Amount allowed per fiscal year is 18 credits at MATC or $1,400 at other accredited institutions.
