Official Position Description:
In the Division of Engineering, Office of Pavement Engineering, acts as a staff specialist in pavement engineering research & pavement design (i.e., develops & evaluates plans & criteria for variety of projects & activities to be carried out by others; assesses feasibility & soundness of proposed engineering designs, evaluation tests, products or equipment when necessary data is insufficient or confirmation by testing is advisable). Manages the state in-house pavement research. Serves as a technical liaison for state-funded pavement-related research projects & assists with the implementation of successful research. Assists in the statewide coordination & direction of field & office activities associated with the development of in-house pavement research studies, establishment & monitoring of contract pavement research studies performed by universities & private consultants & the implementation of research findings into departmental procedures (e.g., reviews proposals, makes recommendations, monitors work to ensure work is being performed on schedule & within budget). Coordinates the establishment of research objectives & design of appropriate experiments to address objectives; assists with the design, purchase & installation of hardware & software necessary to measure test variables (e.g., researches best options of hardware & software using a computer & the internet, obtains cost estimates, prepares purchase orders, travels to Districts to install hardware & software); coordinates the collection of appropriate test data; interprets test data & prepares related reports &/or white papers using computer & related software (e.g. Microsoft Word). Coordinates the collection of data on test roads & selects rehabilitation strategies for the evaluation of pavement condition, performance & cost. Travels to project sites to obtain & make observations of pavement cores, inspects pavement sections for distress related problems & analyzes deflection data. Approves & signs documentation (e.g., research forms). Signs plans & other engineering documents as a registered professional engineer; conducts quality assurance reviews (QARs).
Advises & assists with pavement design & rehabilitation analysis & recommendations for the Departments pavement design program. Uses pavement design principles & design software (e.g., Pavement-Mechanistic Empirical (ME) Design, ProVAL, in-house programs) to develop pavement designs for new, major, & minor rehabilitation projects & solves unusual pavement analysis problems. Keeps abreast of new developments in pavement technology & recommends changes to department policies, procedures, testing devices & other new & innovative pavement design & evaluation methods or software. Assists with the extraction, analysis & organization of pavement management data to perform ad hoc studies instrumental in the development of pavement policy &/or performance trends. Works to create & continually update a pavement distress data repository for the calibration & verification of American Association of State Highway & Transportation Officials (AASHTO) Pavement-ME (mechanistic-empirical) Design software. Creates, organizes, & presents training as needed for the department concerning the design, management, & maintenance of the States pavement network using a computer & related software (e.g. Microsoft Office).
Represents the department on various technical committees; directs engineering/technical activities on behalf of supervisor; assists with long-range office work plans. Travels to conferences, seminars, & training to keep abreast of the latest in pavement design, rehabilitation, evaluation, & management; exchanges information with other pavement specialists. Performs other pavement-related job duties as assigned.

Qualifications
Licensed as registered professional engineer by Ohio State Board of Registration for Professional Engineers & Surveyors; 12 mos. exp. as Transportation Engineer 2, 85642; if assigned to operate a state vehicle to travel to & inspect project sites, must possess valid driver’s license.
-Or licensed as registered professional engineer by Ohio State Board of Registration for Professional Engineers & Surveyors; 12 mos. exp. as group or project leader providing work direction & training to engineering technicians &/or lower-level engineers or 12 mos. exp. in conducting engineering related research (i.e., conducting engineering related research only applies to staff specialist positions); if assigned to operate a state vehicle to travel to & inspect project sites, must possess valid driver’s license.
