Description
Position Summary:. The Low-Code Application Developer is responsible for creating and maintaining software applications using low-code development platforms.
Essential Job Functions:
- Travels to/from Dayton, OH for meetings with stakeholders.
- Collaborates with the development team and subject matter experts to gather requirements, ensuring that the applications meet the needs of the business.
- Tests, troubleshoots, and debugs low-code applications.
- Creates and maintains functional software applications that are stable and scalable with user-friendly interfaces.
- Provides UI/UX mock-ups and guidance for customer review and requirements discussions.
- Designs and builds database models.
- Monitors database efficiency and performance by troubleshooting problems and fine-tuning.
- Creates complex SQL queries, functions, and stored procedures.
- Designs reports based on stakeholder-defined key performance indicators and measures.
- Collaborates with data analytics team to integrate database environments with dashboards and visualization tools to provide accurate and timely reporting to support informed decision-making.
- Ensures data security by implementing appropriate access controls, authentication, and encryption mechanisms.
- Documents technical project plans, roadmaps, and schedules.
- Communicates with and supports stakeholders through formal and informal presentations.
- Provides end-user training, provisioning, and management of solutions created.
- Remains abreast of emerging low-code development technologies, industry trends and best practices.
- Collaborates with other divisions of the Information Technology Department to accomplish common goals, including occasionally providing project management expertise for enterprise-level IT initiatives.
- Adheres to WestCare’s policies and procedures.
- Acts as a WestCare representative and liaison with external partners/collaborators.

- Performs other relevant duties as assigned by the Vice President of Software Development and Chief Information Officer.
Qualifications
Essential Qualifications:
- 3+ years of software application design and development experience, with a minimum of 1 year with low code tools (Retool, Power Platform, Bubble, Mendix, etc.)
- Strong understanding of software development fundamentals, the SDLC and project management methodologies.
- Basic HTML, CSS, JavaScript, JSON and general Web 2.0 techniques knowledge.
- Demonstrated ability to learn and acquire new technologies in the areas of web & mobile application development.
- Familiarity with programming languages (Python, PHP, C, Java, etc.) and modern web frameworks.
- Knowledge of web design principles, including navigation, usability, and accessibility.
- Excellent understanding of Object-Oriented Design/Development and of end-to-end web application architecture, from the layout/user interface to relational database structures.
- Proven, demonstratable expertise with SQL, database management, and query-based languages and tools (SQL Server, PostgreSQL, MySQL, etc.)
- Proficiency with data modeling tools.
- Strong understanding of cloud computing technologies and platforms (AWS, Azure, Google Cloud, etc.)
- A creative mind with a good eye for design and UX.
- Proven experience to indicate a record of information security awareness and discipline in information systems development and sustainment.
- Strong analytical and problem-solving abilities, with the ability to troubleshoot complex issues and come up with effective solutions quickly.
- Excellent verbal and written communication skills.
- Ability to respond as needed to crisis situations in an efficient manner.
- Ability to work independently while part of a team.

Education:
- Bachelor’s degree in computer science, information technology or related field, or equivalent combination of education, industry certifications.
Working Conditions:
- Work is primarily performed remotely, but occasional visits to professional, office or program settings will be required.
- A minimum of 40 hours per week are expected but more hours may be required from time to time. Completion of job duties may require working before and after normal working hours. Regular attendance is required. Being able to work as many hours as is necessary to complete job tasks is a required and essential duty of this position.

Physical Demands:
- Requires mobility and physical activity: Having an adequate range of body motion and mobility to work in an office, residential, or outdoor environment including standing and walking (even and uneven surfaces), sitting for extended periods of time, bending, twisting, reaching, balancing, occasional lifting and carrying of up to 30 pounds.
