POSITION DESCRIPTION: Oversees the National Pollutant Discharge Elimination System (NPDES) program, the Municipal Separate Storm Sewer (MS-4) permits, Basin Management Action Plans, and all associated Total Maximum Daily Loads (TMDL). Conducts independent technical assessments, compliance reviews and inspections. Coordinates with Florida Department of Environmental Protection (FDEP) to ensure the Department’s Maintenance Environmental Programs are in compliance with FDEP regulations and requirements. Serves as environmental expert in the Environmental Permits Office.
Manages consultant contract. Conducts all activities associated with Permitting Environmental budget planning, consultant scope preparations and consultant selections. Issues Consultant Contract Work Orders, monitors contract expenditure and processing consultant invoices for payment.
Conducts outreach program with local agencies. Conducts and coordinates training to Department’s employees on NPDES requirements such as Illicit Discharge Detection and Elimination (IDDE) training, Spill Prevention training, and Sediment and Erosion Control training.
KNOWLEDGE, SKILLS AND ABILITIES: Knowledge of Phase I & II National Pollutant Discharge Elimination System Municipal Separate Store Sewer System and Industrial Activities Program; Total Maximum Daily Load Program; Water and Wastewater Design, Construction, and Operations; Environmental Resource Permit Processes and Requirements; FDEP Rules and Regulations affecting Hazardous Waste, Potable Drinking Water, Wastewater, and Industrial Treatment Systems; Water Management Rules and Regulations affecting Stormwater Management Systems; erosion control features; environmental permitting process as it relates to construction projects; environmental regulations and requirements. Skilled in contract development and administration; leading, managing, and working with employees in environmental areas; the application of management principles and practices; reading/interpreting/reviewing plans, design standards, manuals and documents; using word processing, spreadsheet, database, and other computer applications. Ability to negotiate with consultants and contractors; communicate effectively orally and in writing.
OTHER JOB RELATED REQUIREMENTS: Due to the nature of the position, incumbent must respond to emergencies.
MINIMUM QUALIFICATIONS: Associate’s Degree and two years of environmental rules, regulations, and requirements experience.
