Duties
The Maintenance Mechanic Supervisor serves as the supervisor of the Utilities & Structural Services (USS) section of the Maintenance & Repair Shop (M&R) in the Facilities Management Service line at the Manchester, NH Veterans Affairs Medical Center (VAMC).
The position provides leadership and supervision to a diverse group of skilled trades employees. The position is responsible for the maintenance, repair, and operation of utility systems that are critical to the therapeutic environment within the VAMC. The focus of the position is on electrical utilities; however, the position also has responsibility for HVAC and water utilities during Weekends, Holidays, Evenings, and Nights (WHEN) hours in support of the HVAC Shop. The position directly oversees the Carpentry, Locksmith, and Painting trades within the VAMC. On occasion, the position will temporarily assume the duties of the HVAC or M&R Shop supervisor(s), as directed by higher authorities.
MAJOR DUTIES AND RESPONSIBILITIES
- The Utility Systems Repairer/Operator Supervisor leads a team that includes Electricians, Electrical Helpers, Utility System Operators, Carpenters, and Painters.
- Oversees highly skilled utility positions requiring hands on repair talent and high aptitude, ability to read electrical or mechanical drawings, and apply theory of operations to problems with the system as well as formulating solutions as a product of conditions, resources, and requirements intersect.
- Takes initiative to make improvements to the infrastructure, perform preventive maintenance, and make repairs.
- Supports a variety of electrical improvement projects that are run by the VAMC’s projects and Engineering Section.
- Brings forward the trade’s perspective as the in-house electrical consultant and advisor to the Facility Service engineering staff.
- Oversees Electricians and electrical infrastructure to provide both normal and emergency electrical power to the VAMC.
- Supervises the VAMC’s Carpenters, Locksmiths, and Painters to maintain and repair walls, doors, railings, stairs, locks, ceilings, roofs, floors, and their finishes.
- Works with the Interior Designer and with Housekeeping to keep the facility attractive, safe, and functional.
- Maintains surfaces so that Housekeeping can clean them to provide a hygienic environment for patient care.
- Works with the Police Service and the Electronics Technician to maintain, repair, and install facility access control systems.
- Plans and schedules all work operations of the shop, considering factors such as: minimizing impact to patient care services, types of projects involved, materials and equipment needed, weather, disruption to the business of the medical center, coordination, manpower availability, and priorities as set by senior management.
- Organizes, coordinates, and directs the work activities of all subordinates.
- Assigns work, sets deadlines, and sequence of operations.
- Maintains balanced workloads for subordinates and shifts workload for effective and continuing operations.
- Reviews and analyzes production costs and personnel utilization records in order to evaluate work progress, control and reduce costs, evaluates continuing problems and directs necessary corrective actions or changes in work methods.
- Makes supervisory decisions within program limits established at higher levels.
- Develops and maintains shift schedules for Night Maintenance and assigns appropriate employees to those shifts.
- Functions as the first line supervisor for shop personnel.
- Serves as the backup supervisor for the HVAC shop. When the HVAC supervisor is unavailable, directs and supervises the Pipefitter(s), Refrigeration Mechanic(s), Maintenance Mechanic(s), and other employees of the HVAC shop in addition to the Utilities & Structural Services (USS) shop employees.

Other Knowledge Required
- Must hold and maintain a Master Electrician’s License within six months of hire. This position directly supervises the VAMC’s Electricians and is responsible for electrical safety and code compliance within the VAMC. The employee has primary responsibility to ensure the work of the Electricians and electrical contractors complies with the latest edition of the National Electrical Code, NFPA 70 and NFPA 70E, the Standard for Electrical Safety in the Workplace. The employee also holds primary responsibility for implementing and complying with the requirements of NFPA 110, the Standard for Emergency and Standby Power Systems and for the electrical aspects of NFPA 99, Health Care Facilities. Holding a Master Electrician’s License and participating in the ongoing code update training required of Master Electricians is essential for the VAMC to safely and effectively operate its electrical utilities. The employee also implements the requirements of NFPA 101, Life Safety Code as it applies to structures, including fire and smoke barriers, egress paths, and types of construction for different occupancies.
- Employee must have practical knowledge of the technical practices of the HVAC, Mechanical, Plumbing, Carpentry, Painting, and Boiler Plant crafts, as well as knowledge of the tools, equipment and materials used.
- Ability to write memos, performance evaluations, written counseling, and standard operating procedures.
- Ability to work with spreadsheets and electronic databases.
- Ability to verbally explain technical issues related to the physical plant to non-engineering staff in a clear and succinct manner that reflects well on the customer service standards of the Facility Service.
- Ability to do basic mathematics to calculate factors such as electrical system analysis at the trade level, costs for jobs, labor requirements, etc.
- Maintains accountability of tools and equipment assigned to the shop.
