Summary

Will serve as Supervisor in the Engineering Service, as part of the Maintenance and Operations section, in the Utility Plant Unit at the VA Long Beach Healthcare System. Will supervise up to 15 journeyman level personnel associated with the trade. Responsible for training or acquiring the proper training for all personnel. Responsible for planning, scheduling and coordinating the work of these trades.

Duties

Duties include but are not limited to:

  • Will supervise 1 Lead Utility System Repairer/Operator (USRO), 1 USRO, 7 Boiler Plant operators, and 5 maintenance mechanics Facility Officer of the Day (FOD’s).
  • Oversees operation and maintenance of the utility plant systems.
  • Oversees associated Utility Plant systems, including preventive maintenance, repairs, installations, alterations, and renovations covered by the Utility Plant Unit.
  • Performs COR duties for maintenance and repair packages/contracts for Utility Plant systems.
  • Operates unit effectively by rotation of employees in like situations and communicates freely with his/her subordinates, both verbally and in writing, when making a layout of assignments.
  • Ensures the quality of work that is produced by contractors and shop personnel using inspections, on the spot checks, work samples, and customer feedback.
  • Counsels subordinates on work related matters, considering complaints and making necessary and acceptable adjustments.
  • Initiates disciplinary actions up to and including admonishments, recommending other progressive actions ensuring adherence to policies, procedures, and regulations.
  • Prepares annual performance evaluation for assigned staff, recommending awards for superior work and documenting unsatisfactory performance.
  • Adheres to established policies/procedures unless deviations are required to meet unusual situations, but always meeting quality and safety standards.
  • Provides technical direction, equipment, materials, and supplies as needed.
  • Ensures an adequate amount of equipment and materials needed to carry out duties, are available and maintained.
  • Receives written and oral orders and instructions directly from the M&O Foreman and M&O Chief, as needed.
  • Provides input to discussions with other VALBHCS services on matters having a direct impact on the accomplishment of the Utility Plant’s mission and resolution of those matters.
  • Maintains reports and records and submits required reports timely to meet all deadlines.
  • Determines training needs of subordinates and arranges for its accomplishment.
  • Assigns daily work to the Utility Plant unit personnel, prepares irregular tours and other schedules for the Utility Plant Unit.
  • Trains and/or acquires the proper training for all other personnel assigned in the Utility Plant Unit.
  • Ensures Boiler Plant Operators follow safety procedures in the lighting off sequences and all boiler-testing procedures.
  • Ensures all boiler controls safety devices, instrumentation, and flow meters are inspected and tested on required frequency.
  • Inspects repairs and adjustments made by contractors based on manufacture operating standards and guidelines.

Physical Requirements/Working Conditions: Work of the incumbent is accomplished at a desk and in the field. Must be able to reach any and/or all places throughout the hospital building structures and grounds, as required to view the area and plan for new work or advise upon completion of scheduled work.From time to time, incumbent must be able to climb scaffolding, walk, kneel or crawl.
