Duties
The Management Analyst 4 position at DATA is responsible for conducting research into economic and workforce development to support Equity and Poverty Reduction Grants. This involves leading and overseeing the development of internal labor market and workforce development data structures. The position also involves constructing complex visual tools and dashboards to support various divisions and partners within the organization.
In addition, the Management Analyst 4 is responsible for delivering DATA products and services at the agency, local, and state level. This includes providing technical support to WorkSource leadership. The position also serves as the informational and communications link between the department, customers, and the general public, ensuring that all parties are informed and up-to-date on relevant information.
Overall, the Management Analyst 4 plays a crucial role in helping DATA achieve its mission of providing businesses, individuals, WorkSource job seekers, and other customers with the labor market information they need to succeed in a changing economy.
Some of your duties may include:
- Lead, facilitate, gather and document business requirements necessary to meet the data and reporting needs of both the stakeholders and the grant requirements.
- Create, maintain, and improve internal and external reports to ensure agency and partner compliance with federal formula, grant, and contract requirements.
- Gather and analyze data and information on operations and performance from multiple sources (Unemployment Insurance system, Labor Market Information, WorkSource case management system) by querying various data warehouses and databases using Access, SAS, SQL or similar query language or tools.
- Develop, communicate, and present analytical data in graphical or written form (e.g. maps, charts, graphs, diagrams and models) through the utilization of various tools (Excel, Tableau, Power BI, etc.); prepare professional-level oral and written analyses.
- Provide grant Performance Managers with Program-to-Date performance data, including risk and impact analysis of any grant related issues within current Case Management system.
- Communicate and validate with the Workforce Policy unit any service requirements and/or the creation of new services to align case management system with Statewide Discretionary Grant requirements.
- Provide technical support and data element business requirements during Data Sharing Agreement (DSA) meetings, both to maintain current DSAs and to expand the scope of available data through new DSAs with other partner agencies.
- Facilitate meetings to discuss and analyze available data products/reports across systems and teams.
- Train and mentor other analysts in querying and analyzing techniques or changes in methodology.
- Consult other managers and staff to evaluate the underlying factors that influence grant performance measures. Coordinate complex analysis and research for presentations.
Qualifications
Required Qualifications:
- A Bachelor’s degree in Computer Science, Business Administration, Public Administration, Economics, or a related field.
- Four (4) years of demonstrated experience in two (2) or more of the following areas:
- Data analysis
- Data management
- Data analytics
- Research
- Reporting
- Analyzing policies, laws, rules, or regulations
- Conducting business analysis and developing requirements
- Leading business projects
- Managing business operations
- Business policy development
Professional experience in data analysis or data management may be substituted, year for year, for the required education, provided a bachelor’s degree in computer science, business administration, public administration, economics, or a related field has been obtained.
- Additional graduate training in computer science, business administration, public administration, or economics may be substituted, year for year, for experience.

Insurance Benefits

Retirement and Deferred Compensation
State Employees are members of the Washington Public Employees’ Retirement System (PERS). New employees have the option of two employer contributed retirement programs. For additional information, check out the Department of Retirement Systems’ web site.

Holidays
Full-time and part-time employees are entitled to paid holidays and one paid personal holiday per calendar year.
Note: Employees who are members of certain Unions may be entitled to additional personal leave day(s), please refer to position specific Collective Bargaining Agreements for more information.
Full-time employees who work full monthly schedules qualify for holiday compensation if they are employed before the holiday and are in pay status for at least 80 nonovertime hours during the month of the holiday; or for the entire work shift preceding the holiday.
Part-time employees who are in pay status during the month of the holiday qualify for the holiday on a pro-rata basis. Compensation for holidays (including personal holiday) will be proportionate to the number of hours in pay status in the month to that required for full-time employment, excluding all holiday hours. Pay status includes hours worked and time on paid leave.
Sick Leave
Full-time employees earn eight hours of sick leave per month. Overtime eligible employees who are in pay status for less than 80 hours per month, earn a monthly proportionate to the number of hours in pay status, in the month to that required for full-time employment. Overtime exempt employees who are in pay status for less than 80 hours per month do not earn a monthly accrual of sick leave.
Sick leave accruals for part-time employees will be proportionate to the number of hours in pay status, in the month to that required for full-time employment. Pay status includes hours worked, time on paid leave and paid holiday.
Vacation (Annual Leave)
Full-time employees accrue vacation leave at the rates specified in (1) or the applicable collective bargaining agreement (CBA). Full-time employees who are in pay status for less than 80 nonovertime hours in a month do not earn a monthly accrual of vacation leave.
Part-time employees accrue vacation leave hours in accordance with (1) or the applicable collective bargaining agreement (CBA) on a pro rata basis. Vacation leave accrual will be proportionate to the number of hours in pay status, in the month to that required for full-time employment.
Pay status includes hours worked, time on paid leave and paid holiday.
As provided in , an employer may authorize a lump-sum accrual of vacation leave or accelerate the vacation leave accrual rate to support the recruitment and/or retention of a candidate or employee for a Washington Management Service position. Vacation leave accrual rates may only be accelerated using the rates established WAC 357-31-165.
Note: Most agencies follow the civil service rules covering leave and holidays for exempt employees even though there is no requirement for them to do so. However, agencies are required to adhere to the applicable RCWs pertaining holidays and leave.
Military Leave
Washington State supports members of the armed forces with 21 days paid military leave per year.
Bereavement Leave
Most employees whose family member or household member dies, are entitled to three (3) days of paid bereavement leave. In addition, the employer may approve other available leave types for the purpose of bereavement leave.
