The Position

The Management Analyst in Park, Recreation and Cultural Arts is responsible for performing entry level to advanced level financial, budgetary, administrative, and policy analyst activities in general professional staff support of a department.

Examples of Important & Essential Duties (included but not limited to)

    Performs project and policy analysis, which includes: conducting research; identifying and raising pertinent issues; summarizing findings; presenting results; reviewing, writing, and analyzing policies and procedures; administering assigned programs, agreements, and/or projects; and, performing other related duties.
  • Assists in planning, developing, implementing, managing, and administering program(s) in assigned area of responsibility.
  • Manages special studies and projects, which includes: proposing, writing, and/or setting up contracts, agreements, and/or grants; establishing and monitoring timelines; preparing requests for proposals and quotes; participating in and conducting consultant selection activities; ensuring compliance with applicable governmental regulations; developing and monitoring project budgets; tracking projects; preparing related reports; and, performing other related duties.
  • Coordinates and administers special programs and/or events, which includes: publicizing programs; processing invoices; developing and monitoring budget; and, performing other related activities.
  • Collects, compiles, analyzes, and presents data and/or findings; makes recommendations based on findings; prepares a variety of reports and/or correspondence related to projects, studies, and/or program data.
  • Develops and monitors budgets with authority for all things business and financial from the Department Director; estimates funding requirements and future expenditures; analyzes funding sources.
  • Performs other duties of a similar nature or level.

POSITION SPECIFIC RESPONSIBILITIES MIGHT INCLUDE:
Positions assigned to level I may be responsible for:

  • Assisting in preparing and administering operating and/or capital budgets;
  • Monitoring receivables from collections and/or other sources;
  • Assisting in preparing presentations for the City Council and/or other interested parties;
  • Writing and/or editing articles for City publications;
  • Creating forms, sample documents, handouts, and/or other related documents;
  • Facilitating citizen participation meetings;
  • Conducting outreach forums;
  • Providing advanced administrative support functions for assigned programs, which may include budgeting, purchasing, or other related activities;
  • Tracking utilities and analyzing factors effecting costs;
  • Analyzing and auditing funds;
  • Coordinating training.

In addition to the performance of responsibilities typical of a level I position, incumbents assigned to level II may have demonstrated job performance competencies necessary for successful performance of such responsibilities as:

  • Serving as a lead to lower level staff; may supervise lower level staff;
  • Organizing work projects and work units to include: prioritizing and assigning work; conducting training sessions for employees;
  • Preparing and administering operating and/or capital budgets;
  • Coordinating studies of fee analysis, transient occupancy tax, and cost allocation;
  • Preparing and delivering presentations to the City Council, Boards, Commissions, and a variety of community groups and agencies;
  • Administering Council appointed commissions;
  • Performing research and analysis for participation in collective bargaining sessions;
  • Meeting and conferring with City management and staff to determine work plans and objectives;
  • Developing work plans, operations plans, and public notification plans;
  • Serving as a liaison/representative for assigned department or the City at a variety of meetings, on committees, with other internal departments, and/or with external agencies and businesses;
  • Monitoring and directing legislative advocacy;
  • Coordinating mid-year budget reviews;
  • Monitoring and coordinating cost recovery efforts;
  • Coordinating public educational activities;
  • Researching, writing, monitoring, and administering grants.

In addition to the performance of responsibilities typical of a level II position, incumbents assigned to level III may have demonstrated job performance competencies necessary for successful performance of such responsibilities as:

  • Organizes and manages highly complex, sensitive and high profile projects and programs; may supervise lower level staff; monitors and evaluates the efficient and effectiveness of service delivery methods and procedures; allocates resources;
  • Conducts analysis and advises the department director and other officials about administrative, financial, budgetary, and policy aspects of departmental responsibility in circumstances of considerable ambiguity, controversy, and intense public interest;
    May manage and administer complex contracts with significant budget allocations, including contract negotiations and contract administration;
  • Serves as liaison for the department at the highest levels of the organization and with outside agencies and groups;
  • Conducts complex, technical, and analysis of cost centers and funding sources.

Minimum Qualifications

Training and Experience (position requirements at entry):

Bachelor’s Degree in a related field and one year of related professional staff support, or an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above. A Master’s degree is preferred.

In addition to the above experience, Level II requirements include:

Candidates may be recruited from outside the Encinitas personnel system (open competitive recruitment) at the Management Analyst II level with the necessary qualifying combination of education and at least two years of journey level professional experience that is directly applicable to the work assignment. Candidates initially recruited at the Management Analyst II level should meet all or almost all of the departmental criteria for advancement of an incumbent from Management Analyst I to Management Analyst II.

In addition to the above experience, Level III requirements include:

Candidates are not typically recruited from outside the Encinitas personnel system (open competitive recruitment) at the Management Analyst III level. Extraordinary, position specific, qualifications are required before a candidate may be recruited at the Management Analyst III level.

2023 Benefits Summary

Cafeteria Health Plan
The City provides $15,800 annually towards the purchase of qualified benefits on a pre-tax basis under the City’s Section 125 Cafeteria Benefits Plan. Qualified benefits include: health, dental, vision, dependent care flexible spending account (FSA), healthcare FSA, parking and transit FSA. The remaining balance is available as additional taxable income, up to $7,900 per year ($329.17 twice monthly). Health insurance benefits are provided through California Public Employees’ Retirement System (CalPERS).

457 Deferred Compensation
The City offers a 457 and/or 401(a) deferred compensation. These accounts are voluntary and employee funded.

Life, Accidental Death and Dismemberment and Long Term Disability Insurance
The City provides Basic Group Term Life Insurance, Accidental Death and Dismemberment (AD&D) and Long Term Disability Insurance (LTD). Group Term Life Insurance is equal to 1x your basic annual earnings up to a maximum of $150,000. AD&D is up to the amount of your Group Term Life Insurance. LTD benefits are 66% of monthly earnings up to a maximum of $8,000 per month. San Dieguito Water District employees pay for their LTD premium. Employees may choose to purchase additional life insurance through the City’s Voluntary Optional Life Insurance program.

Sick Leave (Maximum Four Units)
The City’s Income Protection Plan (IPP) protects employees who become incapacitated by a single episode of illness, injury or disability for one or more work days, not to exceed ninety (90) calendar days (520 hours). New hires shall receive one Unit of Benefit upon hire. Subsequent units shall accrue at the rate of one Unit every quarter until twelve (12) months have been completed. After twelve (12) months of employment, the employee shall accrue a Unit per month, except for any month in which an absence has occurred. Employees who were hired prior to June 30, 2003 and remain consistently employed by the City and/or SDWD earn five (5) units.

Parental Leave (Baby Bonding)
Employees who qualify for California Family Rights Act (CFRA) baby bonding will be eligible for twelve (12) weeks of employer paid leave. Available leave is prorated based on FTE status.

Vacation Leave
Employees earn vacation hours based on the following years of service:

Credit is given to new employees for related continuous prior public service employment at the rate of one year for every two years worked.

Paid Leave for Family Member Illness
Each new full time employee is granted a beginning balance of fourteen (14) hours of paid time off to attend to family member(s) in need of the employee’s assistance in times of illness. One hour of additional paid leave is accrued each pay period. The maximum accrual is seventy-eight (78) hours.

Holidays
Employees receive twelve (13) fixed holidays and four (5) floating holidays (45hours) per fiscal year.

Holiday Closure
The City is closed from Christmas Eve through New Years Day.

Employee Assistance Program (EAP)
Confidential services are available to employees and household members to assist with personal and professional issues. Eight sessions per issue are available each calendar year.

Computer Purchase Program
The City will loan employees who successfully complete the probationary period of employment an interest free loan of up to $3,000.

Tuition Assistance
Eligible employees may receive up to $1,200 in reimbursement per fiscal year for approved coursework tuition, required textbooks and registration.

Social Security and Medicare
The City does not participate in the Social Security program. The City and employees each pay 1.45% to Medicare Insurance.
