This position is located in the Management Engineering Department of Hilo Medical Center, an acute and long-term care facility located on the island of Hawaii, serving as the Regional Center, which also includes Ka’u Hospital and Hale Ho’ola Hamakua. It is one of nine facilities within the Hawaii Health Systems Corporation.
The Contracts Management area of the Procurement/Materials Management Unit is responsible for assuring the adequate provisioning of supplies, equipment, materials, services and maintenance; including extensive procurement, contracting and purchasing functions at the regional level in delivering high quality, cost-effective patient care that meets the requirements of customers.
The primary purpose of this position is to assist and provide support to the Contracts Department in issuing contracts and related contractual instruments in support of the mission of the East Hawaii Region of the Hawaii Health Systems Corporation. Contract work includes reviewing request for purchase of goods or services, including clinical practitioners of all types, assisting in developing specifications in cooperation with the requestor, determining appropriate method of procurement, soliciting bids/quotes/proposals from potential vendors, assisting with the selection process, and developing and establishing contracts with the selected vendor.
Major Duties & Responsibilities
- Gathers facts to assist in contract review and negotiations.
- Reviews contract terms and conditions.
- Coordinates with the Senior Contract Managers and outside counsel for legal reviews.
- Using templates drafts contracts and contract documents. Contracts vary from hardware and software purchases, Design/Design Build, licensing agreements. Memorandums of Understanding, leases, personal services arrangements, nondisclosure agreement and personal services (including physician employment agreements).
- Assists with Requests for Quotes and proposals including assisting with Request for Proposal issuance, proposal walk throughs, answering vendor and user questions.
- Assisting with Contract Negotiations and contract finalizations and contract management and closeout.
Education: Graduation from an accredited college or university.
Experience: One half (1/2) year of work involving the analysis and evaluation of managerial policies, systems, methods and practices in the development and/or improvement of same.
Desired Skills: Knowledge of a general understanding of the field of hospital/public administration, government organization and functions and statistical methods used in socio-sciences. Ability to learn the fundamental practices, principles techniques and methodology of management; learn and acquire quickly the basic knowledge of organizational structures, functions, procedures; gather, assemble, correlate and analyze facts; observe, recognize and distinguish pertinent details; make oral and written reports and presentations and prepare graphs and charts clearly, concisely and effectively; gain cooperation and cooperate with others; understand and follow directions; use tact and sound judgment.
MEDICAL EXAMINATION REQUIREMENT: Offers of employment will be contingent on successfully passing a pre-employment examination, which includes drug screen and other regulatory medical requirements such as, but not limited to, a tuberculosis (TB) screen. The cost for drug screening and blood draw for QuantiFERON and Titers, shall be borne by the Hawaii Health Systems Corporation.
