Duties
As a Management & Program Analyst (Organization Development) (Public Notice Flyer), you will:
- Support the Chief Strategy Officer in data analysis, developing, implementing, evaluating and promoting strategies to enhance organizational effectiveness, improve employee productivity and engagement, drive collaboration, facilitate change and focus on holistic business transformation.
- Serve as key individual to oversee and analyze employee and organizational data. Assists in the development and implementation of a portfolio of organizational development offerings to support EDA offices in the development of employee engagement and organizational effectiveness strategies that maximize organizational performance.
- Assist in the coordination of end-to-end change management strategies and tactics to ensure successful implementation, adoption and use of enterprise and office level initiatives.
- Assist with coordinating complex, cross-organization, cross-functional projects and engage partners across EDA in efforts to improve organizational effectiveness.

Qualifications

Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
To qualify at the GS-9 level:
SPECIALIZED EXPERIENCE: You must possess one full year (52 weeks) of specialized experience equivalent to the GS-07 in the Federal service. Specialized experience is defined as experience:
- Reviewing business structures, procedures, and processes; and
- Assisting with document process and presenting progress reports to senior managers.

EDUCATION: Master’s or equivalent graduate degree, or 2 full years of progressively higher level graduate education leading to such a degree, or LL.B. or J.D., if related -OR-
COMBINATION: Equivalent combinations of education and experience.
To qualify at the GS-11 level:
SPECIALIZED EXPERIENCE: You must possess one full year (52 weeks) of specialized experience equivalent to the GS-09 in the Federal service. Specialized experience is defined as experience:
- Analyzing business structures, procedures, and processes; and
- Documenting process for senior managers
-OR-
EDUCATION: Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher level graduate education leading to such a degree, or LL.M., if related. -OR-
COMBINATION: Equivalent combinations of education and experience.
To qualify at the GS-12 level:
SPECIALIZED EXPERIENCE: You must possess one full year (52 weeks) of specialized experience equivalent to the GS-11 in the Federal service. Specialized experience is defined as experience:
- Analyzing business structures, procedures, and processes; and
- Documenting processes and presenting progress reports to senior managers; and
- Analyzing data to problem solve, create action plans, and measure impact of strategy execution and interventions.

Additional information
Background Investigation: This position is designated as Non-sensitive/Low Risk and requires that a background investigation be conducted and favorably adjudicated in order to establish security eligibility. Please note this position is being filled under the American Rescue Plan Act (ARPA). Employees will be hired under ARPA’s Hiring Authority as a Schedule A employee under the Excepted Service for a period not-to-exceed two (2) years.
