Position Purpose
The Animal Services Manager manages, supervises, and oversees the Animal Shelter Operations, adoptions, business administration, procurement, and general coordination of Animal Services.

Dallas Animal Services (DAS), one of the largest shelters in the nation is seeking a seasoned animal services expert to complement our growing team of leaders in the animal services field. The position will lead the fields outreach programs under the direction of the Assistant General Manager. DAS is focused on providing exceptional care to both our two and four legged customers and creating a resource for our community’s needs.
A background in animal sheltering/field operations, supervision/management, developing and monitoring programs, policy writing, training, and managing input from and relations with internal/external customers and partners will be key in providing the perfect fit to our team of professionals for this open admissions/animal services facility.
Essential Functions
1 Manages, oversees, and monitors daily operations, intakes, and data management of the shelter; delegates authority and responsibility for assigned tasks to subordinates; identifies needed areas of change or development and institutes changes to improve operations; plans, implements, coordinates, monitors and evaluates policies and procedures; oversees adoptions, events, general animal care, and community outreach.
2 Establishes short-, mid- and long-term goals and objectives; develops and/or approves schedules, priorities, and standards for achieving goals; manages and provides insight with goals for revenue generation through adoptions, animal management, and operational efficiencies.

3 Assists in the development, preparation, management, and implementation of the department budget; reviews budget submissions, provides sound recommendations, and handles various requests from City Council, City Manager’s Office, and other management; processes all invoices and statements, procurement requests, vendor requests, and other expenditures and revenue.

4 Performs, directs, and participates in shelter activities and projects; communicates with citizens and pet owners, manages adoptions and related programs, and ensures all City ordinances are being followed; provides direction for Animal Services personnel and provides performance feedback and management.

5 Provides training, professional development, and performance evaluation for all animal keeping staff; ensures all personnel are properly certified and up to date on all animal control and management rules, regulations, and procedures.

6 Directs and manages client relationships and develops strong partnerships; responds to inquiries, solves problems, and meets with various citizens to address concerns; deescalates citizen complaints or animal situations and works to create strong and competent community resources.

7 Determines, develops, and implements procedures, processes, regulations, and guidelines to ensure effective and efficient operations.

8 Reviews and approve departmental monthly financial target analysis and presents items to council; represents the department at various meetings, seminars, boards, and panels.

9 Performs any and all other work as needed or assigned.

Minimum Qualifications
EDUCATION:

  • High school diploma or GED.

EXPERIENCE:

  • Six (6) years of experience in an animal related field and/or law enforcement which must include at least three (3) of the following animal shelter/control areas:
    • Management of people
    • Customer service
    • Inventory management
    • Process improvement
    • Developing programs
    • Statistical reporting/monitoring
    • Preparing and maintaining Standard Operating Procedures (SOP)
    • Establishing and meeting goals
    • Coaching, mentoring and/or training
    • Resolving complaints
    • Service delivery
    • Animal control best practices.
    • Animal cruelty and rabies prevention programs.
    • Animal euthanasia process.
    • Case management and call volume systems.
    • Fleet services.

AND

  • Two (2) years of supervisory/management responsibilities. (This experience may be included in the required experience listed above.)

EQUIVALENCY(IES):

  • Associate degree in any field plus four (4) years of the required experience including two (2) years of the stated supervisory/management responsibilities will meet the education and experience requirements.
  • Bachelor’s degree (or higher) in any field plus two (2) years of the required experience including two (2) years of the stated supervisory/management responsibilities will meet the education and experience requirements.
  • Valid Basic Animal Control Officer certification plus five (5) years of the required experience including two (2) years of supervisory/management responsibilities will meet the experience requirements.
  • Valid professional Animal Shelter/Control related training and/or certification(s) from a State or National organization plus five (5) years of the required experience including two (2) years of supervisory/management responsibilities will meet the experience requirements.

LICENSE(S) and/or CERTIFICATION(S):

  • Valid driver’s license with good driving record.
  • Must obtain a basic Animal Control Officer (ACO) certification AND euthanasia certification issued by the Texas Department of State Health Services (TDSHS) within probationary period

OTHER REQUIREMENT(S):

  • NO Felony Drug offenses within the last 10 years
  • NO Animal Cruelty convictions
  • Availability to work varying shifts including nights, weekends, holidays and twenty-four seven (24/7) on call status

PREFERENCE(S):

  • Knowledge of management information software systems.
  • Knowledge of Human Resource issues.
  • MS Office or similar software skills.
  • Effective oral and written communication skills.
  • Effective and appropriate management of human interaction skills.
  • Ability to effectively conduct hiring, goal-setting, disciplinary and counseling actions with employees.
  • Ability to facilitate public meetings.
  • Ability to promote public/private partnerships.
  • Ability to correspond with a fifteen (15)-member Animal Shelter Advisory Board
  • Animal Control Officer Certification issued by the Texas Department of State Health Services (TDSHS) or the National Animal Care and Control Association (NACA) is a plus.
  • A bachelor’s degree (or higher) is a plus.
