MANAGER BSA COMPLIANCE SENIOR

WHAT IS THE OPPORTUNITY?

Responsible for the oversight, development, and implementation of key BSA/AML, OFAC and Anti-bribery and Corruption (ABAC) program functions of the Bank’s BSA/AML, OFAC and ABAC programs under the leadership and direction of the BSA and OFAC Officer. Will oversee, establish and maintain key BSA/AML/OFAC/ABAC program requirements related to policies & procedures, compliance monitoring, internal control testing, training, risk assessments, and reporting to meet BSA/AML/OFAC/ABAC regulatory requirements and OCC Heightened Standards. Position will also develop/maintain the bank’s policies and procedures; creating management program-level reporting; establishing bank requirements for compliance monitoring; maintaining focus and commitment to addressing regulatory/audit/self-identified issues across bank; remediating and escalating issues and concerns related to BSA, AML, OFAC and the USA PATRIOT Act components of the Bank’s BSA Program while utilizing sound and current compliance industry standards and practices. Under the leadership of the BSA and OFAC Officer, further responsible for the management and development of a professional team in advancement of the bank’s leadership to sustain a robust BSA/AML/OFAC/ABAC compliance function. Plays a key role as an internal consultant to colleagues throughout the organization related to BSA/AML/OFAC/ABAC. Routinely communicates with regulators and senior executives related to BSA/AML/OFAC/ABAC programs. Responsible for building and maintaining relationships with internal and external customers while providing exemplary customer service.

WHAT WILL YOU DO?

  • Oversees team responsible for internal controls testing, compliance monitoring, risk assessments, policy/procedures, regulatory change management, management reporting/metrics, and training to promote an effective BSA/OFAC/ABAC control environment, under the guidance of the BSA and OFAC Officer.
  • Assists in conducting the annual BSA/OFAC Enterprise Risk Assessment in order to assess the Bank’s risk profile and to identify compliance gaps, potential risk exposure and emerging risks.
  • Oversees/manages team responsible for scheduled and periodic testing/monitoring of overall business processes and controls related to the implementation and management of the bank’s BSA/OFAC/ABAC Compliance Program
  • Works directly with business units and support management as a consultant in BSA/OFAC/ABAC compliance inquiries/issues.
  • Identifies, develops and/or collaborates in the development of BSA/ AML/ OFAC/ABAC training on behalf of internal and/or external departments by partnering with business areas under the supervision of the BSA Officer, BSA Risk Manager and/or the Compliance Training Manager.
  • Coordinates the analysis and evaluation of compliance risks and recommends changes to policies, procedures, and processes for maintaining reasonable risk-based and appropriate controls.
  • Develops new and/or updates policy and procedures related to BSA/ AML/ OFAC /ABAC. Also, partners with business units for the development of departmental policy and procedures.
  • Partners with business units to remediate BSA/AML/OFAC/ABAC compliance findings identified in risk assessments, testing, internal audits and/or regulatory examinations.
  • Manages program team performance of daily activities of assigned functional area; prioritizing; completing multiple activities; resolves problems as they arise.
  • Ensures activities are in compliance with legal/regulatory requirements and CNB policy and procedure.
  • Communicates, resolves, and escalates, as necessary, identified BSA/AML/OFAC/ABAC operational concerns to the appropriate level of management.
  • Ensures program team maintains up-to-date issues management trackers, regulatory issuances & analysis, product/services/new activity risk reviews, vendor engagements with BSA/AML/OFAC/ABAC requirements, and other BSA/OFAC-related projects.
  • Oversees issues resolution and credible challenge/validation of resolved issues from risk assessments, testing and regulatory exams/audits. Conducts analysis on documentation submitted by remediation plan owners to determine and recommend closure of issues and/or alternative/additional action(s).
  • Integrates activities with other departments to accomplish common goals.
  • Maintains up-to-date knowledge of BSA/OFAC/ABAC regulations, Bank policies, procedures and industry best practices.
  • Participates in and completes bank-wide projects.
  • Serves as resource (as needed) to internal customers; ensures quality customer service and effective and efficient operational support.
  • Applies both technical and general business knowledge to resolve the most complex issues in assigned function.
  • Performs other duties as assigned or requested.

WHAT DO YOU NEED TO SUCCEED

Must-Have*

  • Bachelor’s Degree
  • Minimum 10 years of experience in Compliance or Audit with BSA focus required.
  • Minimum 7 years of experience in development, implementation, management, maintenance, enhancement or testing of BSA programs required.
  • Minimum 7 years of experience in testing, monitoring, or analyzing issues and concerns related to BSA, AML, OFAC and the USA PATRIOT Act required.

Skills and Knowledge

  • Regulatory experience required.
  • Master’s degree with designation in business or finance or equivalent experience or Juris Doctor (JD) is preferred
  • Advanced knowledge of Currency Transaction Reporting, Suspicious Activity Reporting, internal controls testing and monitoring, KYC, with knowledge of payment systems a plus.
  • Reliable attention to detail, and organization/time management skills
  • Highly motivated and self-starter. Ability to think strategically in executing on building and sustaining a Program Governance office with minimal supervision.
  • Ability to interact effectively with all levels of Bank personnel and customers.
  • Excellent verbal and written communication skills.
  • Excellent interpersonal/customer service skills.
  • Knowledge of regulatory requirements with specific emphasis on BSA, AML, OFAC USA PATRIOT Act, Anti-bribery and Corruption, and general bank policies and procedures.
  • PC skills required, including at least moderate to preferably advanced skills utilizing Microsoft Applications such as but not limited to, Word, Excel, PowerPoint, Access, Project, Visio, etc.
  • Ability to analyze complex situations and provide guidance, make recommendations, and/or escalate issues appropriately.
  • Ability to handle problem situations with colleagues and clients effectively.

Compensation

Starting base salary: $141,830 – $263,408 per year. Exact compensation may vary based on skills, experience, and location. This job is eligible for bonus and/or commissions.
