The Work You Will Do:
DEP’s Office of Technology and Information Services (OTIS) is currently seeking a Senior Management Analyst Supervisor-SES (working title: Manager, Drupal Web & Cherwell Development). This position leads and supervises the development and administration of the agency’s Cherwell (IT Service Management System); SharePoint; and Website functions. The incumbent of this position will represent OTIS and must be helpful, cooperative, polite, respectful, and courteous at all times in the interactions with customers.

Your Specific Responsibilities:
Specific duties and responsibilities include:
- Provide leadership and supervision on the following essential tasks for each area in this section:
- Manage and maintain the Department’s websites (both internet and intranet). Develop, code, install, test, debug, and document web applications using appropriate editors. Register web servers and sites with domain name services. Diagnose and troubleshoot problems with existing web applications and sites. Ensure security of all websites and related applications. Provide recommendations, guidance, and training related to 508 compliance and accessibility.
- Manage and maintain the Cherwell Service Desk management software. Create business rules and workflows to escalate issues or carry out predefined actions. Design custom forms and enhance automated workflows. Create custom reports and dashboards as needed and manage user accounts.
- Manage and maintain the agency’s SharePoint site. Coordinate with Department personnel to create/produce/design/modify/delete sites and sub-sites as requested. Manage accounts by creating permission groups for sites and sub-sites and add/remove users as needed. Troubleshoot and repair all reported SharePoint issues. Ensure all SharePoint sites/sub-sites are compatible with Google Chrome, Mozilla Firefox, and Microsoft Edge web browsers.
- Maintain a working knowledge of established policies, procedures and directives necessary to accomplish assignments and responsibilities. Assist with the development and maintenance of standard operating policies, procedures, and DEP directives related to Information Technology resource security, management of user accounts, and the agency’s internet/intranet websites.
- Communicate with program area staff and management regarding projects, section activities, and other assignments.
- Employee is expected to identify and meet the needs of customers in order to provide excellent customer service. Employee should be helpful, cooperative, polite, respectful, and concerned at all times in the interactions with customers when representing the Department or the State.
- Perform other duties as assigned.

Required Knowledge, Skills, and Abilities:
- Knowledge of basic management principles and practices.
- Working knowledge of Office 365 SharePoint including, but not limited to, design and theming, users, groups, permissions, site setup, web parts, web apps, customizations, etc.
- Excellent understanding of the Section 508 of the Rehabilitation Act of 1973 and Florida Accessible Electronics and Information Technology Rules 60-8.002 Florida Administrative Code.
- In-depth knowledge of web technologies, protocols, and tools including GIT.
- Strong understanding of Internet programming languages, including HTML5, CSS3, JavaScript, PHP.
- Thorough understanding of application development methodologies including SCRUM.
- Knowledge of database development, including Oracle and SQL.
- Ability to supervise people.
- Ability to determine work priorities, assign work, and ensure proper completion of work assignments.
- Ability to communicate effectively.
- Ability to establish and maintain effective working relationships with others.
- Ability to understand and apply applicable rules, regulations, policies and procedures relating to management analysis activities.
- Ability to collect, evaluate and analyze data to develop alternative recommendations, solve problems, document workflow and other activities relating to the improvement of management practices.
- Ability to organize data into logical format for presentation in reports, documents and other written materials.
- Ability to conduct fact-finding research.
- Ability to solve problems and make decisions.

Minimum Qualifications:
- Bachelor’s Degree
- At least one year of experience with Web Development, SharePoint, and/or Cherwell
Preferred Qualifications:
- Master’s Degree
- Two or more years of experience with Web Development, SharePoint, and/or Cherwell
