Job Summary

The Manager of Gas Supply Acquisition will develop and execute the gas commodity supply policy and strategy for PSE&G. This involves developing and executing all aspects of the Basic Gas Supply Service (BGSS) gas supply procurement process, representing the Company in external regulatory forums, monitoring the accounting of associated revenues and costs, administering the terms of the BGSS contract with the Company’s gas supplier(s), providing policy guidance regarding the details of the procurement costs, gas supply tariff provisions and customer rates – resulting in the procurement of ~$1B of natural gas annually for PSE&G gas customers. Responsible for developing and executing the Company’s policy for the procurement of natural gas from third-party entities seeking to interconnect and sell gas supply to PSE&G, including the process to monetize and account for renewable attributes. Monitors and participates in gas market policy stakeholder processes that may impact PSE&G gas supply procurement.

Job Responsibilities

  • Developing and executing all aspects of the Basic Gas Supply Service (BGSS) procurement process (which procures gas supply for PSE&G customers), including the development of the annual BGSS filing and all related regulatory support and strategy, including representing the Company in regulatory proceeding(s) and coordinating regulatory positions across NJ Gas Distribution Companies; providing policy direction to other internal departments concerning the accounting of BGSS revenue and costs, the filing of the monthly BGSS rates, and payments to BGSS supplier(s);insuring compliance with all requisite regulations, Board Orders and contract terms; and monitoring changes in the gas supply market, and changes to gas utility default supply procurement, and assessing risks and impact to BGSS procurement.
  • Develops and manages policy, accounting, and terms of agreements associated with the purchase of natural gas from third-party entities seeking to interconnect with the PSE&G gas system (and selling their output and/or renewable attributes to PSE&G or other entities operating in our system). Represents Company in discussions with entities proposing interconnection and sale of gas supply, and coordinates PSE&G positions regarding same. Monitors federal and state regulatory policy associated with utility-required purchases of gas supply, and coordinates internally to influence the same. Develops and executes processes to account for and/or monetize renewable attributes.
  • Establishes gas supply policy related to PSE&G’s Tariff for Gas Service and other PSE&G manuals or directives. Coordinates with PSE&G’s Energy Supply Administration group, the Gas Supply Operations Center, and other PSE&G organizations, as well as Legal and the Company’s BGSS supplier(s). Represents Company in external forums concerning gas supply policy.
  • Responsible for insuring gas supply procurement positions are included within Company positions and agreements associated with Contract Service Gas (CSG).

Job Specific Qualifications

Required:

  • BA or BS in Business, Finance, Accounting, Economics, Engineering or relevant degree.
  • 7+ years of utility experience.
  • Superior communications and analytical skills.
  • Knowledge and experience with utility tariff and regulatory processes, and knowledge of the gas supply market operations.

Desired:

  • MBA or advanced degree in economics, engineering, accounting or finance. Knowledge of NJ regulatory policies/procedures/rules. Understanding of gas supply technologies and interconnection policies and practice. Accounting/financial experience
