Overview:
Under the direction of Legal and Compliance, the Trade Compliance Manager will collaborate with the leadership team and external partners/consultants as needed to support and facilitate the organization’s compliance programs. This role will be tasked with ensuring APL Logistics is compliant with the regulations and laws governing our supply chain. Strategic analysis, development, and communications on regulatory matters to internal and external customers. Development of compliance material, regulatory fact sheets, and reporting for sales and customers education.
The role supports the Senior Compliance Manager and is a key member of the Global Trade Compliance team (GTC). As part of the GTC team, this role will support resolving non-compliant gaps and trends, while assisting in developing new programs such as internal audits, training and regulatory metrics, best practice solutions and potential products.
The position will interface with US Customs/CBP, Canada Customs/CBSA and other regulatory agencies externally, service providers, and multiple functions internally (Operations, Sales, and Customer Support) and across all APL Logistics lines of business (NVOCC, Consolidation, Air, Freight Forwarding, Deconsolidation). Assist to drive initiatives and lead resources ensuring APL Logistics regulatory compliance, as well as ensuring processes, services, and facilities, are compliant with various government regulations and initiatives. The position will require a subject matter expert (SME) in trade regulatory compliance policies, including, yet not limited to Ocean, Global Security Filings, CTPAT, and the Federal Maritime Commission, with emphasis on supporting Denied Party Screening, OFAC sanctions, and Export compliance.
Responsibilities:
This position is responsible for, but not limited to, the following:
- Develop, and maintain an effective trade compliance sanction program for Denied Party Screening and Export Control.
- Maintain expertise in all regulatory requirements governing the supply chain as imposed by regulatory agencies, with emphasis on sanctioned regulations specifically: Office of Foreign Assets Control (OFAC) Bureau of Business and Security (BIS), and other foreign regulators.
- Identify compliance gaps impacting internal and external customers, while supporting development of process/knowledge improvements to mitigate/prevent potential regulatory fines/penalties.
- Support the development of compliance programs and strategic solutions for a regulatory product structure and opportunities, including internal audits in key areas of risks to APL Logistics.
- Support the development of compliance programs and strategic solutions for regulatory product structures, along with opportunities such as consulting for FTA, duty deduction, and classification management.
- Enhance existing “compliance library” to provide comprehensive knowledge of regulatory requirements to internal stakeholders within the various lines of business and conduct internal training.
- Manage a portfolio of trade compliance audit assignments, ensuring audits cover risk areas and resolve any gaps identified.
- Conduct and support global compliance training and awareness programs for employees to ensure compliance with trade regulations and laws.
- Manage assigned team of analysts, while elevating the GTC team to support future projects and/or products.
Key Results:
- Ensure APL Logistics compliance with the regulatory requirements governing our supply chain, with emphasis on Denied Party Screening and Export regulatory requirements.
- Support comprehensive internal regulatory compliance auditing program supporting regulations and preventing potential risks & penalties.
- Proactively identify trends, compliance gaps and customer needs (internal and external) and propose solutions.
- Implement a global audit program for our sanction program to ensure compliance and mitigate risk.
- Support further development of a global Sanction and Export Compliance Programs.
- Represent APL Logistics in trade associations influencing government regulatory policies.
- Work cross-functionally with other global and regional teams as necessary to carry out trade compliance goals and assignments.
- Support the compliance team in various projects.
Qualifications
Qualifications:
- Bachelor’s degree or equivalent combination of education and experience
- Minimum 5 years of relevant transportation experience, with emphasis in regulatory compliance environment
- Manage a team remotely.
- Excellent analytical problem-solving skills.
- Must work effectively in a team environment while working independently in individual areas of responsibility.
- Ability to think systemically and solve problems effectively and efficiently.
- Ability to multitask while handling high volume work.
- Working knowledge of EDI basics
- Strong organization and analytical skills: ability to work effectively under time constraints and deliver consistent results within deadlines.
- Excellent decision making, problem solving and strong analytical skills.
- Superior interpersonal communication skills: ability to produce and present effectively to internal and external customers.
- Strong computer literacy required in various applications, PowerPoint, Excel, Word, and Visio
- Knowledge of Regulatory and Trade Compliance rules within the Transportation Industry. Shipping Act, FMC, Census AES, US Customs, Import/Export, ISF, Bureau of Industry & Security, and Office of Foreign Asset Control.
- Ability to research, interpret and apply complex government regulations for internal understanding.
- Ability to maintain confidentiality.

Candidates must be within 250 miles of an APL Logistics facility or office.
The typical salary range for this position is: $122,150.
The actual salary offer will take into account multiple factors including skills, experience, education and location. Please note that the salary details listed in role postings reflect the base salary only, not total compensation, which includes bonus and benefits.
