The Position
The Manager of Pipeline Construction manages and directs the activities of the Pipeline Construction Division, which includes responsibility for scheduled construction of underground pipelines and appurtenances, and paving operations for East Bay Municipal Utility District (EBMUD). The Manager reports to the Manager of Maintenance and Construction. As a division manager, this position is a key member of the Operations and Maintenance Department management team and will play a major leadership role in integrating division programs and priorities into departmental goals and objectives. Challenges include enhancing customer service, efficiency, responsiveness, and innovation in improving productivity and quality within the context of a collaborative environment. As a Disaster Service Worker, this position may be required to report in an emergency. The Manager has a staff of approximately 200 employees and an annual operating budget of $12.3 million. This is an exempt (at will) position, serving at the pleasure of the Board of Directors.

In addition to the qualifications described, you are prepared to:
• Plan, organize and direct a comprehensive pipeline construction and paving program.
• Provide leadership and motivation to a large, multi-disciplinary staff with diverse work activities.
• Demonstrate technical competency in the design, installation, construction or maintenance of underground pipelines and street restoration.
• Demonstrate managerial competency in planning, organizing, directing, and controlling a large construction group.
• Work collaboratively with users to provide timely and efficient service to meet EBMUD goals and objectives.
• Implement and enforce effective safety procedures and practices to identify, mitigate, and/or eliminate job hazards.
• Develop, review, and evaluate the effective use of personnel, equipment, and contract services used by the division to meet assigned objectives.
• Build partnerships with other divisions and agencies to work cooperatively and collaboratively to meet EBMUD needs.
• May represent the department as directed.
• Utilize automated or computer-based work management systems, or other electronic or computer systems and applications in the course of work.
• Develop creative strategic and tactical plans to enhance efficiency and customer service.
• Respond to changing demands with flexibility and innovation.
• Manage and prioritize multiple competing interests with diplomacy and tact.
• Establish and implement performance and quality control standards.
• Communicate effectively verbally and in writing.

This position works primarily from an office along with field visits throughout the service area.

The annual salary is $171,912 up to $260,736. Initial placement within the range is based upon qualifications. Appointment is typically made at or below the control point ($223,488 per year).

Requirements
1. No degree requirement.

2. Five (5) years of progressively responsible experience* in supervising or managing the design, construction, maintenance, or operation of water distribution pipelines, facilities, or similar underground pipeline systems.

3. Must possess a valid California driver’s license and have a satisfactory driving record.

*A related bachelor’s degree may be substituted for one year of experience; or a related graduate degree may be substituted for two years of experience.

TYPICAL QUALIFICATIONS:

Competency:
• Technical competency in the design, installation, construction, or maintenance of underground pipelines.
• Managerial competency in planning, organizing, directing, and controlling a large construction group.
• Effectively communicate verbally and in writing.

The Selection Process

2. Candidates must achieve a passing score on each test part in order to advance to the next step in the selection process.

3. All qualified applications and supplemental responses will be competitively evaluated, with those candidates receiving a passing score to be invited to a panel interview scheduled for late September/early October.

4. Successful candidates will be placed on the hiring list, based on rank, for further consideration to fill the current regular vacancy, as well as others occurring over the next 12 to 24 months.

5. All employment offers are conditional, pending the results of a Live Scan background screening. All selected finalists must participate in the Live Scan background screening process to remain in consideration for EBMUD employment.
