Performs highly advanced and complex management or oversight activities for daily operations of an operating unit or functional program. Work involves establishing short-, mid-, and long-term goals and objectives; developing guidelines, procedures, rules and regulations; developing schedules, priorities, and standards for achieving established goals; coordinating and evaluating program activities; and developing and evaluating budget requests. Directly accountable for functional operations of unit in its entirety. Works under limited direction with extensive latitude for the use of initiative and independent judgment.

Overview
The Recreation Manager performs highly advanced and complex management or oversight activities for daily operations of the recreation programs and projects for the City of Dallas. Develops goals, coordinates activities, evaluates and creates budgets, and directly manages recreation personnel and staff.

Essential Functions
Essential Functions

  • Manages activities of staff and daily operations of the recreation programs and facilities; delegates authority and responsibility for assigned tasks to subordinates; monitors and oversees maintenance, safety, and general care; identifies needed areas of change or development and institutes changes to improve operations; plans, implements, coordinates, monitors compliance, and evaluates policies and procedures; reviews and oversees work schedules of others all subordinate levels.
  • Establishes short-, mid- and long-term goals and objectives; develops and/or approves schedules, priorities,
    and standards for achieving goals; and directs evaluation activities; oversees the preparation of management and productivity reports and studies; oversees special investigations, internal audits, and research studies.
  • Recruits, hires, trains, and facilitates the success of a wide range of recreation staff and personnel; oversees performance evaluations, feedback, disciplinary actions, and professional development; manages safety licenses and ensures that all staff are equally trained to perform work successfully.
  • Analyzes, evaluates, and ensures production goals are met in a timely manner and works to increase productivity; oversees the preparation of and evaluates, implements, and administers the department budget; tracks and oversees revenue and expenses while monitoring facility use and program safety.
  • Manages equipment, inventory, fixed assets, vendor sales, and supplies; manages and evaluates P-card transactions and ensures all invoices are paid for maintenance and other upkeep.
  • Provides quality customer service by communicating effectively with customers and responding to issues or concerns timely and professionally.
  • Represents the program area at meetings, hearings, trials, conferences, and seminars or on boards, panels, and
    committees; testifies at hearings, trials, and legislative meetings as appropriate.
  • Performs any and all other work as required or assigned.

Minimum Qualifications
Experience

  • 5 years of experience in recreation programming, development, and implementation.

Licenses and Certifications

  • Texas Driver’s License

Education

  • Bachelor’s Degree in Accounting, Finance, Management or other related field.

Supplemental Information
Knowledge and Skills

  • Knowledge of local, state, and federal laws and regulations related to recreation facility programming, management, and facilitation.
  • Ability to manage unit/program activities through the supervision of subordinate supervisors.
  • Ability to establish and obtain operating long-range goals and objectives for unit.
  • Ability to devise solutions to administrative problems and to plan, assign, delegate responsibility.
  • Ability to develop and evaluate administrative polices and procedures.
  • Ability to develop and implement budget.
  • Ability to communicate effectively, at all levels, both orally and in writing.
  • Establishing and maintaining effective relationships.
