General Statement of Duties
The Department of Social Services is seeking a highly self-motivated, skilled professional to provide administrative and technical oversight for an assigned Economic Services program area.

They must be proficient and knowledgeable of the policies and procedures related to their program area and have experience working with the NCFAST system. An ideal candidate will possess attention to detail, impeccable organization skills, and will have the ability to work quickly and efficiently to meet deadlines. The candidate must demonstrate the ability to operate universal computer technology and general office equipment.

This Program Manager is responsible for providing leadership and management for Family and Children’s services within the Forsyth County Department of Social Services.

  • The desired candidate will work on a managerial team and provide direct oversight of supervisors of various Medicaid Programs.
  • The desired candidate is an experienced manager with the ability to demonstrate superior communication, organizational, and interpersonal skills.
  • The desired candidate will identify programming and staffing needs and ensure Medicaid policies, regulations, and standards are implemented.
  • The desired candidate will be able to analyze Medicaid trends to assist the Division Director in developing continuous quality improvement standards.
  • The desired candidate will have a working knowledge of Medicaid policy and NCFAST Functionality and provided supportive supervision and monitoring to ensure compliance with all mandated standards.
  • The desired candidate will also provide stellar interpersonal skills to support and create effective community partnerships and build upon a positive organizational culture within the Division.

Minimum Education and Experience
Graduation from college with a four-year degree is preferred.

A higher education level may be considered as a substitution for all or part of the experience requirement.

A high school diploma or high school diploma equivalent plus additional years of relevant experience may also be considered.

Experience with NC FAST and eligibility determination preferred.

Must have a valid driver’s license.
Essential Duties and Responsibilities
Essential duties and responsibilities include but are not limited to:

  • The ideal candidate will have a working knowledge of methods and principles of Medicaid, supervision, performance management, leadership, and training.
  • The candidate must also must strong proficiency in Medicaid policies.
  • The candidate must have the ability to express and communicate ideas clearly, concisely, and professionally in addition to the ability to collect, analyze, and utilize data to support performance management.
  • The candidate must demonstrate ongoing demonstration of action planning and execution of work effectively.
  • Plans the short and some long-range work operations, priorities, and goals within the unit and/or sub-units supervised.
  • Ensures that lower-level supervisors assign and balance workloads within the unit and coordinates the overall workflow.
  • Develops procedures and recommends changes to improve efficiency.
  • Reviews quality assurance reports, state error printouts, and input from lead workers in evaluating the overall performance of staff assigned to unit and/or subunit.
  • Evaluates staff performance.
