Medicaid Support Specialist

General Description
Monitors the provision of services and coordinates Medicaid administrative billing and reimbursement for services in a school setting. Assists and supports professional staff assigned to implement Medicaid reimbursement. Contacts are made at all organizational levels within and outside the department to explain and implement programs and policies; professional judgment is required.
Essential Job Functions

Essential Job Functions:

  • Assists with all components of Medicaid administrative billing and Medicaid reimbursement for services.
  • Develops and provides ongoing training, materials and support to professional staff (speech language pathologists, OTs, PTs, psychologist and nurses) assigned to provide services eligible for Medicaid reimbursement on the process and electronic documentation system.
  • Collaborates with vendors involved in Medicaid billing, the Virginia Department of Education (VDOE), the Virginia Department of Medical Assistance Services (DMAS), Chesterfield County Public School departments, the University of Massachusetts Medical School (UMASS) to maintain current information needed to comply with all requirements for Medicaid billing and Frontline, Chesterfield County Public Schools billing company for Medicaid reimbursement.
  • Assists with Billing Compliance Review (BCR) as part of DMAS Cost Report.
  • Attends VDOE Medicaid Coordinator’s Meetings and VDOE Annual Medicaid in Schools Training
  • Communicates regularly with department specialists and runs a variety of compliance and service reports as needed/requested.
  • Communicates monthly with service providers regarding documentation compliance and monitors end of year close out procedures.
  • Participates in monthly status calls with the electronic system, corrects errors noted and ensures overall documentation is complete.
  • Serves as a liaison for technical support issues between the electronic system and service providers.
  • Distributes information regarding Medicaid regulation updates to providers.
  • Assists with parental consent information to school-based Coordinators of Special Education.
  • Supports service providers in obtaining an NPI number (National Provider Identification number) and registration/renewal DMAS as an ORP (Orderring, Referring, Prescribing provider).
  • Performs other related duties as required.

Budgetary Responsibility : N/A

Report Preparation : Numerous reports are required.

Equipment Operation : Use of computer and presentation technology, general office equipment and other specific equipment related to assigned area.

Contacts : Contact with all levels of CCPS personnel and various outside agencies on a daily basis to obtain and provide information.

Work Direction/Supervision : Provides work direction to staff who provide services eligible for Medicaid reimbursement.

Decision Making : High level of independent decision making is required.

Formal Policy-Setting Responsibilities : N/A

Physical Demands: Must have the ability to sit and stand for extended periods of time; exhibit manual dexterity to use a telephone, to enter data into a computer terminal; to see and read a computer screen and printed material with or without vision aids; hear, understand speech and speak in audible tones so that others may understand clearly at normal levels indoors and on the telephone. Physical agility to drive, bend, stoop, sit on the floor, climb stairs, walk and reach overhead.

Work Environment:

Duties performed mainly in an office setting. The noise level in the work environment is moderate to loud.

Qualifications

Have knowledge of Medicaid reimbursement regulations, Working knowledge of office practices and procedures and automated office systems

Working skill in operating personal computers, utilizing word-processing, database, presentation and spreadsheet applications (Google, Word, Excel, and Powerpoint preferred).

Demonstrated ability to communicate effectively both orally and in writing; exercise judgment and work with all levels of the school or department.

Demonstrated ability to assemble and analyze data; prepare reports; to interpret and apply policies and procedures and to organize and prioritize work.

Requirements

Education, training and experience sufficient to demonstrate the required knowledge, skills and abilities. Valid VA Driver’s License. This position is designated as a driving position. In accordance with Policy 5431, driving record checks are performed annually on individuals occupying driving positions. Licensure in reimbursable services (Occupational Therapy, Physical Therapy, Speech Therapy, Nursing, Psychology) is preferred but not required.
