Provides personnel management for Division of Health & Human Services (DHHS) which includes COMCARE, Department on Aging, Sedgwick County Community Development Disability Organization, and Health Department.

This is a mid-level, fast-paced position that requires critical thinking skills, ability to think through the consequences of a decision, and the ability to articulate well verbally and in written form. Additionally, this position works with sensitive information and must maintain confidentiality. Must be a team player.

This position works closely with COMCARE’s Leadership Team as well as Sedgwick County’s Human Resources (HR), Risk Management, and Payroll Departments. Works with Sedgwick County Legal Department for HR issues.

Direct Supervision of Staff

  • Provide training, leadership, and coaching to staff, including documenting sessions.
  • Evaluate staff through performance goals and competencies quarterly and annually.
  • Assign, check, and approve work of staff.
  • Conduct interviews for vacant positions supervised and make hiring recommendations.
  • Approve staff time and leave requests via e-timesheet.
  • Delegate responsibility effectively.

Data Analysis, tracking, recording, and sharing of various personnel reports throughout HHS

  • Gather, analyze, and prepare data for distribution for recruitment, staff turnover, hiring, FML, Leave Time, Bereavement Leave, Jury Duty, Exit Summary reports, and other reports as needed.
  • Conduct surveys with exiting employees; provide summary reports to identify trends and other various aspects including problem areas and make recommendations as needed.
  • Complete salary surveys as requested.
  • Provide information helping develop budgets for grant proposals.
  • Complete affidavits for federally funded positions.
  • Collect and report out information for state reporting.
  • Prepare unit cost report for COMCARE Leadership.

Provide Personnel Support and Resources

  • Coach supervisors through complex personnel issues; coordinates with Sedgwick County Legal and HR as needed.
  • Act as the primary contact for 850+ HHS employees for personnel issues.
  • Manage and help resolve employee issues within HHS
  • Draft all disciplinary action forms for HHS. Along with the supervisor, deliver disciplinary action.
  • Perform liaison work between the programs and other departments.
  • Backup liaison for ADA and Risk Management.
  • Point of contact for Family Medical Leave (FML) approvals from HR on HHS staff; work in collaboration with HR on any FML issues.
  • Develop and facilitate trainings for staff.
  • Develop employee retention strategies.

Minimum Qualifications: Bachelor’s degree from an accredited college in Public or Business Administration, Human Resources, or a related field. Education may be substituted for experience, with one year of experience for one year of education. Three years of supervisory experience. Two years of experience with Microsoft Office products, including Excel. Must have a valid Kansas Driver’s license and current proof of automobile insurance. Must be able to safely operate a motor vehicle and meet driver qualification standards as set forth in Sedgwick County’s Fleet Vehicle Operation and Usage policy. Meet the specifications as outlined in the CMHC/CCBHC licensing standards and pass KBI, DCF child abuse check, adult abuse registry, and motor vehicle screens. Must complete orientations provided by Sedgwick County and COMCARE. In order to comply with the requirements of the federal health care staff COVID-19 vaccination mandate, all employees of COMCARE and the Health Department must be fully vaccinated. Preferred Qualifications: Master’s degree from an accredited college in related field. Three years of experience in a Human Resource setting. Over five years of supervisory experience. SHRM-CP, PHR, or IPMA-CP.
