The Position
The Mobility Manager is responsible for planning, coordinating, and managing the programmatic work related to active transportation efforts throughout the City. Incumbent works closely with the Engineering and Development Services Departments to perform professional work relating to the area of active transportation planning, programming, education, and outreach. Incumbent may supervise lower-level employees.
Distinguishing Characteristics:
The Mobility Manager is a stand-alone classification. This position is distinguished from the Traffic Engineer or Senior Planning-Mobility Coordinator in that the primary responsibility relates directly to regional active transportation or pedestrian, bicycle, and other forms of mobility matters.

- Provides input regarding design of active transportation infrastructure as identified in the City’s adopted planning documents, makes recommendations for physical improvements, design, and layout to meet the City’s mobility needs.
- Assists with the City’s Active Transportation Plan and in the implementation of active transportation projects in coordination with transportation planners, project managers, engineers, public stakeholders, and any relevant City committees/commissions.
- Provides expertise, project support, and coordination and collaboration with City department(s) on complex, highly visible, and politically significant mobility/active transportation related policies, projects, and issues.
- Plans and conducts a variety of special mobility/active transportation projects and studies; establishes and monitors timelines; prepares requests for proposals and quotes; participates in consultant selection activities; ensures compliance with applicable governmental regulations; develops and monitoring project budgets; tracks projects; and prepares related reports.
- Reviews, analyzes, and evaluates the impact of study topics relating to active transportation, including technical, financial, and political aspects of any proposals.
- Recommends and assists in the implementation of goals and objectives, develops, and implements policies and procedures for the active transportation/mobility area of the City’s Active Transportation Plan.
- Function as City representative, liaison, and advocate before advisory bodies, regulatory agencies, transportation agencies, and with City, County, regional, and State agencies specific to active transportation.
- Promotes partnerships with supporting agencies and ensures the City’s alignment with their active transportation plans: iCommute SANDAG, San Diego County Bicycle Coalition, Bike Walk Encinitas, League of American Bicyclists, Pedestrian and Bicycle Information Center, State of California, and County of San Diego.
- Plans, develops, organizes, and implements the City’s annual Cyclovia event in coordination with City departments, vendors, contractors, and staff.
- Create long-term and short-term goals to support the active transportation and infrastructure needs of all modes and users, including, drivers, cyclist, pedestrians, transit users, and rail users.
- Provides outreach to and solicits from stakeholders, including representatives of business, schools, and community organizations regarding mobility/active transportation-related needs and concerns; responds to active transportation-related inquiries from the public.
- Keeps City current on Federal, State, and local legislation affecting mobility/active transportation programs and projects and analyze implications of new legislation and requirements; develop policies and procedures to ensure compliance with legislation.
- Communicates effectively to customers, clients and the public through written correspondence, reports, or verbal communication.
- Negotiates, prepares, and administers contracts; directs and coordinates the work of professional consultants and outside contractors.
- Prepares City Council staff reports and provides presentations at City Council, community meetings, and/or other external agencies.
- Plans projects with consultants, vendors, and service providers; develops and communicates project scope and timeline(s); and reviews delivered project as compared to project contracted.
- Analyzes existing City programs and policies which impact upon active transportation, including usage, development, and recommends improvements; monitors Federal and State guidelines to ensure compliance.
- Reviews and provides active transportation-related recommendations and feedback regarding public and private developments, planning documents.
- Develop and submits active transportation-related grant applications; oversees proper execution and expenditure of grant funds received.
- Coordinates with other staff on active transportation-related Capital Improvement Program (CIP) project proposal requests.
- Evaluates data and gathers public input for mobility/active transportation-related improvements and safety practices; makes proactive recommendations for implementation and/or the adoption of new City standards and practices; assists project managers and engineers by providing specialized input from initial concept phase to final design.
- Manages, updates to pedestrian and bicycle master plans; develops, updates, distributes, and promotes City programs, policies, educational materials, and projects to improve pedestrian, bicycle, and other forms of mobility and to encourage safe practices of all forms of mobility.
- Participates in special studies and projects; reviews, analyzes and evaluates the impact of study topics relating to active transportation, including technical, financial, and political aspects of any proposals.
- Collects, compiles, analyzes, and presents data and/or findings; makes recommendations based on findings; prepares a variety of reports and/or correspondence related to projects, studies, and/or program data.
- Develops and monitors program budgets; estimates funding requirements and future expenditures; analyzes funding sources.
- Performs other duties of a similar nature or level.
The idea candidate will have Knowledge of: principles and practices of mobility/active transportation operations, programming and planning; Local government processes and community outreach; active transportation and other forms of mobility; applicable Federal, State, and Local laws, codes, rules, and regulations; technical program requirements; budgeting principles; contract management principles and practices; research and statistical methods; project management methods; public relations principles; analytical methods; report writing techniques .The ideal candidate will have skill in: using computers and related software applications; developing contracts; developing requests for proposals, bids, and quotes; developing, administering, and monitoring budgets; analyzing a variety of data and/or information and making recommendations based on findings; conducting research; writing reports; proposing, writing, and/or setting up contracts, agreements, and/or grants; establishing and monitoring timelines; monitoring compliance with applicable governmental regulations; tracking projects; interpreting and applying program/project requirements; managing projects; collecting, compiling, analyzing, organizing, and presenting data; communication, interpersonal skills as applied to interaction with coworkers, supervisor, the general public, etc. sufficient to exchange or convey information and to receive work direction.
Minimum Qualifications
Bachelor’s Degree in transportation planning, urban planning, engineering or related field and four years of professional level experience, including major responsibility of experience directly related to transportation or mobility related programs related field and three years of related professional experience in the specific program area, or an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above. A Master’s Degree is desirable.

The employer’s “Flexible Benefit Plan” contribution will make available for each employee a monthly amount equal to the high median of the monthly premiums of all CalPERS health plans available in San Diego County. Basic Life and Accidental Death & Dismemberment (AD&D) Insurance
The City provides Basic Group Term Life Insurance equal to 1x your basic annual earnings up to a maximum of $150,000. AD&D is up to the amount of your Group Term Life Insurance.
Employees may choose to purchase additional life insurance through the City’s Voluntary Optional Life Insurance program.
Short-Term Disability Insurance (STD)
STD benefits are 70% of your weekly earnings up to a maximum of $3,500 per week.
Long-Term Disability Insurance (LTD)
LTD benefits are 66% of monthly earnings up to a maximum of $8,000 per month. San Dieguito Water District employees pay for their LTD premium.
Sick Leave
Unrepresented full-time employees accrue eight (8) hours of sick leave for each calendar month of paid status (3.7 hours per pay period). New employees are granted a beginning balance of (9) hours. Less than full time employees accrue sick leave in an amount prorated by FTE status. Accrued sick leave carries over from year to year.
