Position Description
TARGET ENTRY SALARY: $48,182.68 – $53,000.95 DOQ

Under limited direction, the Multi-Media Specialist is responsible for producing informative programming and digital content across the City’s multi-media platforms. Assists and supports all audio/video needs that arise for City departments and events and edits various formats for website and social media use.
Duties and Responsibilities
Essential Functions: — Essential functions, as defined under the Americans with Disabilities Act, may include any of the following representative duties, knowledge, and skills. Essential duties and responsibilities may include, but are not limited to, the following:

  • Meets, collaborates, and engages with various City departments to evaluate and determine video, audio or digital multimedia needs; identifies objective, determines necessary format, and suggests manner of presentation within established standards for Public Communications and other Departments’ programs.
  • Directs, records, and televises and streams multiple government and board meetings per month; updates and edits all meeting graphics and ensures robotic cameras are functional; monitors audio levels and adjusts accordingly; ensures meetings are set up, established, and confirmed as recorded.
  • Plans and facilitates digital content for public or internal distribution; coordinates pre-planning, storyboarding, script-writing, filming studio or field production, interviewing, editing color gradings, voiceovers and proofing videos.
  • Utilizes storytelling to prepare original and interactive content for several social media platforms that include pictures, text, graphics and produces live videos.
  • Performs pictorial, portrait, and action photography in various settings; edits and labels images for distribution.
  • Manages and monitors TV studio equipment, multi-media equipment; and social media feeds before, during and after cablecasts and meeting recordings; upgrades hardware and software as needed with the assistance of the multi-media manager.
  • Publishes, organizes, and optimizes media on third-party websites such as YouTube, Facebook, Twitter, and other social media platforms.
  • Develops and uses skills and knowledge to implement technology upgrades for the benefit of the City’s multi-media presence; manages all digital multimedia files and ensures all graphics and images are stored; ensures transparency in all media outlets and department policies.
  • Performs various administrative and specialized responsibilities; prepares video bulletin boards, sets up talent and records on-hold messages, and performs various other multi-media based tasks.
  • Assists with posting, updating and formatting the city website when needed; adds graphic and video elements; uses a content management system for updates.
  • Assists the Multi-Media Manager in managing and monitoring the station; keeps computers and all technical equipment working properly.
  • Works closely with cable providers to identify and address issues that arise regarding city-wide cable service.
  • Performs other duties as assigned.

Minimum Qualifications
Licenses, Certifications, and Equipment:
A valid State driver’s license is required.

This position is required to operate the below equipment, machines, tools, and other work aides: Video camera, digital camera computer, sound board & related sound equipment, character generator, router/switcher, editing software and related video production equipment.

Education and Experience:
Associate’s Degree in Mass Communication, Television Broadcasting, Film, Journalism, Advertising, Public Relations, or a related field, AND one (1) year experience in television production; OR an equivalent combination of education, training, and experience may be considered.

  • Record keeping, report preparation, filing methods, and records

  • Operating video and camera equipment and photo and video editing software
  • Handling multiple projects from beginning to end on a deadline
  • Research and write scripts, determine advertising, develop public service announcements, and develop features for magazines and other media forms
  • Communicating clearly and concisely both orally and in writing
  • Operating a computer with intermediate level proficiency in document and file management, word-processing, database management, and internet and email usage
  • Using a content management system for website updates
