The Multimedia Specialist for the City of Blue Springs will be responsible for a variety of video, writing, producing, directing, and converting files for multiple broadcast programs and platforms. This position is a part of the City Communication Team and has an office located in City Hall.
DUTIES AND RESPONSIBILITIES:
1.Capture, edit and assemble and produce video and audio assets into broadcast-quality videos for a variety of City communication channels. Assists departments and other officials in developing programming concepts and content.
2.Handles all aspects of video production including camera operation, lighting, audio, and editing using various software applications and coding for all broadcast channels.
3.Coordinates with providers to ensure quality broadcast transmission. Create accessible content through closed captioning files and other techniques.
4.Researches and recommends purchases of new equipment and technology and coordinates installation and integration into the current system.
5.Maintains television studio and control room including troubleshooting equipment and transmission failures. Maintains and updates Channel 7 bulletin board system.
6.Complete projects within scope, on schedule, and within budget.
7.Prepare program schedules and coordinate/perform playback of programming content.
8.Creates graphics for video and other communication projects.
9.Researches and recommends new platforms to showcase City programming on emerging technologies or broadcast channels.
10.Respond to requests and inquiries from City staff and the general public.
11.Attend city meetings and events, assist with public information during citywide events, respond to city emergencies, weather events, incidents and perform duties, as required.
12.Perform other communication duties as assigned.

GENERAL QUALIFICATIONS:
Education and Special License(s)/Certifications – Bachelor’s degree (or equivalent combination of education and experience) in broadcasting, journalism, communications, or related field.
Skills and Experience –
• 2+ years’ experience in television and/or video production, mass communication, or related field; prior local government experience is desired.
• Minimum 2-3 years of experience in videography and editing in an NLE such as Adobe Premiere, Final Cut Pro X, or DaVinci Resolve and Color Correction.
• Adobe Creative Cloud Suite (Photoshop, After Effects, Illustrator, and InDesign)
• Ability to use a DSLR camera. Operate and use of professional video camera equipment, tripod and understanding of connections required. Must be able to shoot clean, clear, and creative video.
• Ability to “elevate the edits” storytelling through b-roll and sound design.
• Must possess knowledge of principles and practices of broadcasting; including knowledge of broadcasting rules and regulations; knowledge of video coding for multiple online platforms. Considerable experience in audio and video workflows. Experience with cloud-based video workflows, transcoding, and metadata best practices
• Demonstrate strong editing skills that lead to compelling and visually engaging, creative storytelling. Ability to provide concise and practical constructive feedback around content creation.
• Personal sense of accountability and the ability to make sound, independent decisions, and know when to escalate issues.
• Ability to establish and maintain effective working relationships with City employees, elected officials, vendors, and the public.

Physical Requirements – Must have the physical ability to: stand, walk, or sit, for extended periods; use hands to finger, handle, or feel; reach with hands and arms; climb and/or balance, stoop, kneel, crouch, or crawl; talk and/or hear; lift and/or move video camera and related equipment. May lift, carry, push, pull, and/or move 20-30 pounds frequently and 25-50 pounds occasionally.
Ability to operate digital recording equipment including DSLR camera, video camera, tripod, smartphone, lighting, teleprompter, drone, and more. Ability to identify and distinguish colors.
Ability to operate City vehicles. Mobility to travel within the City, locally, and out of state. Ability to speak to an individual or group for an extended period. Ability to tour City facilities.
Ability to attend occasional evening and weekend Council and committee meetings and off-site meetings at various hours.
Occasional exposure to weather extremes. Presence at outdoor events, fires, floods, and hazardous situations while producing video.
