Incumbent serves as a technical advisor for regional advertising programs, commercial sponsorship and information management in support of NRSW FFR.

Duties
Serves as principal advisor to Region Marketing Director, NF-05 on matters pertaining to Commercial Sponsorship. Incumbent develops long-term sales plans and strategies; identifying, establishing, discovering and maintaining open communication to meet the needs of MWR program and patrons; develops informational materials and research new business opportunities on private and government agencies in support of MWR programs.
Leverages tactics such as co-marketing with strategic partners, content marketing, email marketing, events, digital media advertising, social media, with other organizations to deliver effective communication. Works in tandem with Region Visual Information, Program Management teams to design and produce marketing and promotional materials meet marketing objectives and to exceed customer expectations.
Responsible for evaluating the effectiveness of marketing plans, strategies and communication programs as determined by customer response and overall success of programs.
Develops and publishes after-action reports for major events and tracks proof of performance for advertising sales. Provides visibility for Commercial Sponsorship and disseminates information by making presentations to individuals or groups regarding facilities, services programs and special events available for commercial sponsorships. Establishes and maintains liaison with existing and potential sponsors, program managers, key staff personnel, Commands or groups to gather information pertinent to facility programs, services and events in an effort to further solicit sponsorship and participation.
Represents region marketing and sponsorship department on special event planning committees. Conducts special meetings with appropriate staff members to ensure deadlines, sponsorship and advertising fulfillment, equipment, materials and departmental commitments are being met for each event or sponsored activity.
Works with region program management team to obtain information on upcoming events, and special programs from activity managers, and manages a list of viable annual events for which to seek commercial sponsorship.
Supervises the development of packages used to solicit sponsorship from local, regional and national sponsors. Oversees negotiations of mutually beneficial sponsorship terms and all supporting documents. Coordinates with the region Office of the General Counsel (OGC) to ensure that terms of sponsorship are in accordance with all DON, CNIC and local regulations and policies.
Attends COMREL events and may serve as point of contact for sponsors at events. Stays current on all aspects of the administration of the commercial sponsorship and advertising program, constantly identifying opportunities to increase revenue.
Responsible for day-to-day operation of Commercial Sponsorship program including administrative and logistical support. Serves as disseminating information and answering inquiries about commercial sponsorship plans and requirements, etc. Liaises with CNIC on policy.
Develops proposal packages and negotiate best terms for MWR. Builds, manages and implements effective sponsored campaigns through various sources including webpages, social media platforms and digital mediums.

- Must meet Federal Employment suitability requirements and successful completion of background investigation. Background Investigations are conducted using fingerprint identification and completion of background inquiry forms.

Qualifications
Experience that demonstrates progressive knowledge of the full range of principles, concepts, and techniques of the marketing and communications industry, advertising and salesmanship, and the ability to transform these requirements into a working, viable program. Documented supervisory experience is required. Must have effective writing and oral presentation skills and ability to communicate professionally with all levels. Knowledge of NAF policies and procedures preferred.
Must have a high degree of proficiency with computer programs such as: Adobe Acrobat, Microsoft Office products (PowerPoint, Word, Excel, Outlook) and similar business applications. Must have thorough understanding in the management of website development, social media and electronic media.
Must have skill in organizing and communicating ideas and thoughts effectively through written correspondence and oral presentation and experience developing materials to convey information in a professional format generally acceptable to the public. Must be able to research, develop and implement short- and long-range marketing objectives, to assess current and future markets for and installation activities, and compile and analyze demographic data to determine the best approach for marketing the programs. Must be an experienced, positive leader and consensus builder who is able to influence the actions of others in obtaining cooperation and assistance to meet the mission and operational goals of FFR.
