What You Will Do
The Global Security Directorate’s National Security & Defense Program Office (GS-NSD) provides its sponsors (The Departments of Defense and Homeland Security) with critical operational capabilities needed to ensure mission success. LANL has a rich history of developing transformational technologies in support of the Nuclear Weapons, Nuclear Counterterrorism and Nuclear Nonproliferation missions to assure US Strategic Deterrence. That technical expertise continues today and is leveraged significantly by the NSD program office to provide our National Security partners operational capability.
The National Security Space Program Manager (Program Manager 4) position will report directly to the GS-NSD Program Director and oversee a growing portfolio of national security space and cross domain work such as remote sensing. Like other areas of the NSD office, the focus of work will be on leveraging the diverse and unique set of expertise at LANL in support of DOD Space agencies and collaborations with other national security partner agencies. The position will include the oversight and management of projects as well as collaborative strategic program development in partnership with program and line managers across Global Security and the laboratory as a whole.
The Program Manager 4 will:
- Provide leadership, vision, and strategic and tactical planning for execution of elements of the LANL National Security Space enterprise.
- In partnership with line management and program contributors, develop proposals and work plans that address government sponsor needs.
- Negotiate scope, schedule, budget, and performance requirements with sponsors and LANL line (execution) organizations, monitor key program performance metrics, and conduct periodic reporting to the sponsor.
- Serve as Nation Security and Defense lead to the LANL’s Integrated Space Strategy. This involves strategy development and implementation jointly with GS program and line entities.
- Work closely with internal LANL organizations to ensure anticipated staffing and facility needs are available for program execution.
- Solicit, encourage, and develop new and innovative technical solutions for programs under your purview.
What You Need
Minimum Job Requirements:
- Broad knowledge of the technical and operational landscape of the U.S. national security space enterprise
- Deep technical depth in one or more of the national security space portfolio areas of focus at LANL (Space Domain Awareness, Space Control, Space Remote Sensing, Agile Space, Nuclear Power and Propulsion in Space)
- Demonstrated experience in the execution of technical programs, resource planning and allocation, and strategic planning
- Demonstrated experience working with US Government interagency programs
- Strong technical, financial, and human management skills
- Excellent negotiating skills
- Excellent oral and written communication/presentation skills
- Ability to obtain and maintain Q and SCI clearances, which typically require U.S. citizenship
Education/Experience: Position requires a Bachelor’s Degree from an accredited institution and 12 years of directly related technical and project management experience; or, an equivalent combination of education and experience directly related to the occupation. At this level an advanced degree may be expected.
Desired Qualifications:
- Direct experience working with DoD space organizations
- Demonstrated experience working with LANL, Lawrence Livermore National Laboratory (LLNL), or Sandia National Laboratories (SNL)
- Demonstrated experience working at multiple classification levels
- Advanced degree in a relevant field of science or engineering
- Formal project or programmatic training
- Broad knowledge of LANL organization and science and technology capacities.
- Experience in managing personnel; negotiating agreements; delegating authority, and building consensus within a team.
- Formal project management training.
- Change of Station (COS), Intergovernmental Personnel Act (IPA), or USG service experience.
- Active Q/SCI clearance
Work Environment: Domestic/foreign travel
Work Location: The work location for this position is onsite and located in Los Alamos, NM. All work locations are at the discretion of management.
Position commitment: Regular appointment employees are required to serve a period of continuous service in their current position in order to be eligible to apply for posted jobs throughout the Laboratory. Additional Details
Directive 206.2 – Employment with Triad requires a favorable decision by NNSA indicating employee is suitable under NNSA Supplemental Directive 206.2. Please note that this requirement applies only to citizens of the United States. Foreign nationals are subject to a similar requirement under DOE Order 142.3A.
Clearance: Q/SCI (Position will be cleared to this level). Selected applicants will be subject to a background investigation conducted by or on behalf of the Federal Government, and must meet eligibility requirements* for access to classified matter. This position requires a Q clearance. and obtaining such clearance requires US Citizenship except in extremely rare circumstances. Dependent upon the position, additional authorization to access classified information may be required, which may or may not be available to dual citizens. Receipt of a Q clearance and additional access authorization ultimately is a decision of the Federal Government and not of Triad.
*Eligibility requirements: To obtain a clearance, an individual must be at least 18 years of age; U.S. citizenship is required except in very limited circumstances. See DOE Order 472.2 for additional information.
New-Employment Drug Test: The Laboratory requires successful applicants to complete a new-employment drug test and maintains a substance abuse policy that includes random drug testing. Although New Mexico and other states have legalized the use of marijuana, use and possession of marijuana remain illegal under federal law. A positive drug test for marijuana will result in termination of employment, even if the use was pre-offer.
Regular position: Term status Laboratory employees applying for regular-status positions are converted to regular status.
Internal Applicants: Regular appointment employees who have served the required period of continuous service in their current position are eligible to apply for posted jobs throughout the Laboratory. Incentive Compensation Program: Position is eligible to participate in the Triad Incentive Compensation Program. You must be in an eligible position for a minimum of 3 months, before July 1st and remain in an eligible position as of the end of the fiscal year, October 31st. The annual distribution is prorated based on the number of months in the eligible position.
