The Supplier Diversity & Small Business Program Manager will proactively engage and promote diverse and small businesses to ensure compliance with contract subcontracting and inclusion plan goals. This position will develop subcontracting plans supporting proposal efforts, track and participate and/or coordinate outreach efforts, provide government and non-federal reporting requirements, maintain internal tracking and performance metrics, and other initiatives in support of corporate, and internal and external business client requirements.
This is a highly visible role focusing on strategic initiatives to drive partnerships and mentoring opportunities between HDR and diverse and small businesses in our supply chain to be used across HDR business lines. This is a dynamic and collaborative environment that will make an impact.
Primary responsibilities for this role include:
• Developing and promoting company-wide policy initiatives that demonstrate the Company’s support for awarding subcontracts to small business (SB), Small Disadvantaged Business (SDB), Disadvantaged Enterprise (DBE), Woman-owned Small Business (WOSB), Women Business Enterprise (WBE), HUBZone, Veteran Owned Small Business (VOSB), and Service-Disabled Veteran owned small businesses (SDVOSB), and assures that these concerns are included for solicitations for products, services, supplies or materials for which they are qualified.
• Collaboration with Client Leads, Contract Managers, Project Managers, Contract Administration and Procurement.
• Working knowledge of individual state DBE, MBE, and WBE requirements and certifications.
• Working knowledge of the Federal Acquisition Regulation (FAR), Federal Aviation Administration (FAA) Title 49 CFR, part 26, and associated Public Laws.
• Interface with external clients.
• Support projects in developing and maintaining source lists of diverse and small businesses for maximum practicable participation.
• Monitoring company activities to evaluate supplier diversity and small business performance and compliance. Has the authority to influence adjustments necessary to achieve the subcontracting plan goals.
• Ensure appropriate updated identification, qualification, and inclusion of existing diverse and small businesses and introducing new diverse and small businesses for participation in potential subcontracting opportunities.
• Conduct/participate/coordinate outreach events for diverse and small businesses across the U.S.

-Introduce new diverse and small businesses for participation in potential opportunities to work with HDR.
• Develop and deliver training on supplier diversity to company employees.
• Maintain supplier database.
• Contribute to key decisions and/or recommendations concerning supplier diversity and small business strategies including market research.
• Submit federal Individual Subcontract Reports (ISRs) and Summary Subcontract Reports (SSRs) into the government electronic Subcontract Reporting System (eSRS).
• Submit supplier diversity reports in accordance with commercial and state client requirements.
• Conduct internal training regarding the intent and impact of the Small Business act as amended, FAR Part 19 Small Business Program requirements, company diverse and small business program and initiatives, and compliance.
• Maintaining awareness and understanding of proposed rulings and new regulations related to supplier diversity and small business requirements and preparing summaries of the regulatory changes.
• Conduct, coordinate, as Chairperson of the Company’s Executive Small Business Committee: Committee meetings, activities, and record keeping related to the Company Mentor-Protégé Program.
• Support the Company Mentor-Protégé relationships and agency Mentor-Protégé Program reviews.
• Responsible for agency subcontracting program audits, such as, Small Business Administration, Defense Contract Management Agency (DCMA), and other federal or state agencies.

Qualifications
Bachelor’s degree in business administration, public administration, or a related field or equivalent experience
Strong knowledge of government and state small and socioeconomic business programs, government mentor-protégé programs, Federal Acquisition Regulation (FAR), contracts/subcontracts administration, communications, and client relation
Ability to work independently and as part of a team
Excellent communication and interpersonal skill
Ability to travel frequently
Preferred Qualifications:
Minimum 7 years experience in supplier diversity and small business development
Experience managing a national supplier diversity program
Master’s degree in business administration, public administration, or a related field
Proven track record of success in developing and implementing supplier diversity program
Experience working in the A/E/C industry
Recognition as a leading Small Business Advocate

The expected compensation range for this position is $106,960.00 – $168,080.00 annually depending upon skills, experience, education and geographical location. (Stated benefits are for full-time regular positions. Temporary and part-time roles eligible for limited benefits.)
