GENERAL DEFINITION AND CONDITIONS OF WORK

Performs technical administrative work in the management of permanent records for the Natural Gas Division; does related work as required. Work is performed under the supervision of the Gas System Manager.

This is sedentary work requiring the exertion of up to 10 pounds of force occasionally and a negligible amount of force frequently or constantly to move objects, and some light work requiring the exertion of up to 20 pounds of force occasionally, up to 10 pounds of force frequently, and a negligible amount of force constantly to move objects; work requires reaching, fingering, and repetitive motions; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels; visual acuity is required for preparing and analyzing written or computer data, operation of machines, and determining the accuracy and thoroughness of work; the worker is not subject to adverse environmental conditions.

ESSENTIAL FUNCTIONS/TYPICAL TASKS

Coordinating and maintaining documentation for the natural gas transmission and distribution systems and the LNG Peak Shaving Facility; enters data into the City’s computer system; organizes and maintains permanent records and files; prepares secondary reports. Establishes standardized departmental filing systems for both paper and electronic records. Maintains active and inactive records; creates and updates natural gas operations spreadsheets. Ensures a reliable and organized documentation retrieval process for State and Federal DOT audits. Assists with State and Federal DOT field/record audits. Performs minor revisions/edits to Compliance Plans (Public Awareness, Drug and Alcohol, Damage Prevention, etc.). Compiles documentation and prepares spreadsheet for the Monthly Compliance Review. Assists with the creation of new Operator Qualification (OQ) personnel accounts and retrieves OQ reports from the City’s OQ provider. Assists with equipment/material quote retrievals, Purchase Order (PO) Requisition entries, and the PO Receiving process. Assists with the drafting of vendor contracts and contract documentation compilation for submittal. Identifies incomplete, missing, or conflicting information on field-retrieved documentation. Submits reviewed documentation to the Administrative Services Supervisor or designee for processing. Reviews and analyzes Compliance inspections for completeness; submits work orders for repairs as needed. Ensures documentation is processed timely and data is entered accurately into the City’s computer system. Prepares a variety of secondary reports. Performs related tasks as required.

KNOWLEDGE, SKILLS AND ABILITIES

Thorough knowledge of standard office practices, procedures, equipment and secretarial techniques; thorough knowledge of business English, spelling and arithmetic; thorough knowledge of the organization and functions of the department and of general administrative policies and practices; ability to keep office records and to prepare accurate reports from file sources; ability to perform and organize work independently; ability to type; ability to prepare effective correspondence on routine matters and to perform routine office management details; ability to develop and maintain complex Excel spreadsheets; ability to track/monitor natural gas work orders; ability to establish and maintain effective working relationships with customers, associates and the general public.

EDUCATION AND EXPERIENCE:

Any combination of education and experience equivalent to a high school diploma or GED and extensive office assistance experience.

SPECIAL REQUIREMENTS

Possession of an appropriate driver’s license valid in the State of North Carolina.
