Job Location: This position is with the Office of Administration, Division of General Services, State Feet Management Program, and is located at the Harry S Truman State Office Building, 301 W High Street, Jefferson City, Missouri 65101.

Fleet Management coordinates statewide fleet functions to help agencies manage their vehicle fleets. Fleet Management establishes statewide policies governing state vehicle operations and management; coordinates a centralized fleet information system; pre-approves most agency vehicle purchases; serves as a resource on fleet management issues; provides managerial oversight of the centralized motor pool (OA Carpool) and the OA Vehicle Maintenance facility in Jefferson City; and reports annually the status of the state vehicle fleet to the Governor and General Assembly.

The OA Fleet Coordinator works in the Missouri Office of Administration, Division of General Services State Fleet Management Program and provides assistance to multiple OA divisions on their vehicle needs. This position is detail oriented and coordinates a fleet in excess of 300 vehicles. You will assist in overseeing and monitoring vehicle fleet activities, in coordination with the OA Vehicle Maintenance facility. This includes analyzing utilization data to ensure the fleet is maintained effectively. Your work will ensure the agency’s fleet is safe and efficient. What you’ll do:

  • Operate a lower cost, centralized motor pool in Jefferson City
  • Oversee, direct, train and supervise the Administrative Support Assistant position assigned to the OA Carpool program and OA Fleet.
  • Maintain and report key performance measures for OA Fleet and OA Carpool and assist with State Fleet measures.
  • Make repair vs. replace decisions on OA Carpool vehicles.
  • Evaluate the size and type of the OA Carpool fleet to meet customer demand and performance expectations.
  • Assist state team members with questions and provide state fleet and state travel related training as needed.
  • Provide quality customer service, and communicate with internal and external customers to answer questions, discuss issues, and prepare required information.
  • Coordinate reviews of state vehicle contracts to purchase vehicles that meet the needs to perform critical functions while being good stewards of the agency’s funding.
  • Promptly prepare and process license and title documentation which is critical to maintaining accurate records of vehicles in the agency’s fleet.
  • Ensure disposal and sale of surplus vehicles are completed in accordance with state policies and procedures, updating records as needed, and maintaining accurate inventory of the fleet.
  • Work with team members across the agency providing advice and recommendations on vehicle use, maintenance and repairs, assignment, and other aspects of vehicle operations, and interact regularly with the agency divisions’ leadership and fleet contacts.
  • Assist divisions in developing an annual vehicle replacement plan based on reporting and needs, ensuring replacements are made when needed and sufficient recoveries exist to maintain a safe and efficient fleet.
  • Serve as the agency’s liaison for the state’s fleet management system, assisting division team members with questions and providing training as needed, including participation in Fleet Manager Workshops, and disseminating information to OA staff as needed.
  • Create and approve SAM II and Missouri BUYS documents related to fleet.
  • Oversee the WEX Fuel card program for the agency.
  • Lead investigations as necessary on complaints related to the OA Fleet.
  • Assist the State Fleet Manager as directed.

Minimum Qualifications

  • 4-6 years of relevant experience or Bachelor’s degree in relevant field of study and 0-2 years of relevant experience. (Substitutions may be allowed.)
  • Exceptional customer service skills.
  • Ability to work independently in assessing and managing priorities.
  • Effective written and oral communication with all levels of public and agency team members
  • Self-starter who takes ownership of responsibilities.
  • Organized and detail-oriented.
  • Adaptable to change, deadlines, and working with teams.
  • Ability to establish and maintain effective working relationships with team members, other agencies, and vendors.
  • Ability to manage change and stay abreast industry trends and best practices
  • Ability to develop short and long range plans that ensure the successful delivery of services at costs below market
  • Experience with computers and desktop applications including Microsoft Office products.

Preferred Qualifications

  • Knowledge of SAMII and Missouri BUYS.
  • Knowledge of Fleet Wave
  • Thorough knowledge of business management and administrative practices, policies, and procedures.
  • Thorough knowledge of state purchasing requirements and inventory control.
  • Ability to analyze and interpret federal and state laws, rules, regulations, policies, and procedures relating to fleet management.
