Major Duties and Responsibilities
Under direction, develops and implements Equal Employment Opportunity (EEO) and Affirmative Action Plan for Ohio Department of Job and Family Services (ODJFS): develops and implements EEO and Affirmative Action Plan according to governmental regulations (e.g., Civil Rights Act; Title 6 and 7; Governor Executive Order 83-64 and 87-30; Federal Executive Order 11246; Administrative Rules 123:1-49-01 through 46; Age Discrimination in Employment Act [ADEA]; Americans with Disabilities Act [ADA]); monitors goals and timetables and updates Affirmative Action Plan and EEO manual as necessary; ensures compliance in recruiting, hiring, and promotional opportunities; coordinates the Bureau of Civil Rights (BCR) Discrimination Complaint System in Microsoft SharePoint; reviews EEO complaints filed by ODJFS employees under rules of Equal Opportunity Division (EOD) of Ohio Department of Administrative Services (DAS), Ohio Civil Rights Commission (OCRC), and the Equal Employment Opportunity Commission (EEOC); confers with BCR staff to develop plans for filing archival and current discrimination cases; works with Bureau Chief regarding facilitation of discussions with employees who have filed alleged EEO/ADA complaints and/or grievances; assists BCR staff in the monitoring of all ODJFS Offices, County Departments of Job and Family Services (CDJFS), and County Agency Providers for compliance (e.g., EEO; Limited English Proficiency [LEP]; Title VI; ADA; Section 504 of Rehabilitation Act; ADEA; Multiethnic Placement Act [MEPA]); assists BCR staff with on-site reviews by staff and recommends corrective action to ensure governmental regulations are observed; assists BCR staff with investigations of cases of alleged discrimination filed by external customers (i.e., State of Ohio citizens eligible for federally funded programs administered by ODJFS); communicates and corresponds with external customers, county agencies, county providers, federal agencies (e.g., Department of Health and Human Services [HHS]; United States Department of Agriculture [USDA]; Department of Labor [DOL]) and legal counsel, regarding complaints of discrimination.
Assists BCR staff with the development and facilitation of training workshops for entities monitored for compliance; provides training and instruction to County Civil Rights Coordinators in all areas of civil rights compliance; disseminates and provides technical assistance information (e.g., EEO; Harassment; Discrimination; Civil Rights) to ODJFS employees and management on a regular basis; provides technical assistance to internal and external customers; conducts, and assists staff, in on-site reviews of offices to determine compliance with Americans With Disabilities Act (ADA) accessibility requirements; oversees approvals of ADA reasonable accommodations in workplace; oversees preparation of agency directives, letters, policy statements, and procedural manuals related to Civil Rights issues as they pertain to agency sponsored, funded, or administered programs; supports the EEO Manager, BCR Unit staff, and program when necessary.
Performs other related duties as assigned (e.g., participates in public speaking assignments; attends staff meetings; travels to attend meetings, conferences, and/or trainings; tracks, labels, and monitors all new Title 6 and Title 7 discrimination complaints and ADA reasonable accommodation requests; manages BCR mail and fax correspondence; responds to inquiries concerning programs and/or duties of BCR; answers and responds to the BCR telephone line, takes messages, and forwards inquires to the appropriate parties when necessary; operates personal computer to produce correspondence, reports, and other documents; maintains logs, records, and files).

Qualifications

To meet the minimum qualification for this position you have (4) options:
Option #1
Undergraduate core coursework in personnel management, business, OR public administration to include coursework in personnel management principles.
Option #2
(18) months training OR (18) months experience in interviewing AND (18) months training OR (18) months experience in EEO & affirmative action regulations & procedures AND (3) months training OR (3) months experience in labor relations.
Option #3
(12) months experience past probationary period as EEO Technician, 69131
Option #4
Equivalent of Minimum Class Qualifications for Employment noted above.
