Job Description: This position is a Geographic Information Systems (GIS) programmer and serves as a member of the GIS technical team for the Fish and Wildlife Research Institute (FWRI). FWRI is a division of the Florida Fish and Wildlife Conservation Commission (FWC) located in St. Petersburg, FL.

Primary job duties include:

  • Design, develop and maintain web sites and web mapping applications which support Marine Resources GIS or FWRI grant requirements.
  • Create and manage GIS data and metadata for web mapping applications.
  • Design, develop, and implement scripts to support GIS data processing and/or spatial analytical processes.
  • Lead in the design, development, and implementation of geographic information systems (GIS) databases, maps and web mapping applications related to upland, coastal and marine ecology.
  • Coordinate and participate in the identification, assessment, acquisition, and management of the spatial data required to support oil spill and hurricane response in the marine environment.
  • Create technical reports and detailed directions of GIS processes.
  • Assist in preparing reports and manuscripts of GIS analyses and scientific research.
  • Work across sections to develop innovative GIS applications with a habitat and ecosystem perspective.
  • Facilitate technology transfer and advancement to support development of GIS databases and web mapping applications.
  • Provide training, consultation, and design recommendations to end-users of GIS.
  • Promote and participate in public outreach.

Minimum Qualifications:
• A bachelor’s degree from an accredited college or university with major course of study in one of the physical or natural sciences or mathematics.

Preferred Experience:

Candidates will be given preference if they have an advanced degree from an accredited college or university with major course of study in geography, GIS, or related fields; knowledge of Florida’s marine and terrestrial environments; and professional experience,

Knowledge, Skill(s), and Abilities:

  • Knowledge of terminology, principles and techniques used in Geographic Information Systems (GIS).
  • Knowledge of GIS database and application design and development principles.
  • Knowledge of Web design and development principles.
  • Knowledge of basic scripting using languages such as Python.
  • Knowledge of cartographic design.
  • Knowledge of methods of data collection.
  • Knowledge of Esri desktop products including ArcMap 10.x and ArcGIS Pro.
  • Knowledge of Esri ArcGIS Online web maps and web applications
  • Knowledge of Google Earth and KMLs.
  • Ability to collect and record scientific GIS data.
  • Ability to perform quantitative GIS analysis of scientific data using ESRI products.
  • Ability to create Esri ArcGIS Server map services and work in ArcGIS Online & ArcGIS Enterprise to create and configure web maps and web mapping applications .
  • Ability to program in Javascript, CSS, HTML & SQL to develop web mapping applications using the Esri framework.
  • Ability to develop Python scripts to perform repetitive GIS data management tasks.
  • Ability to plan, organize, and coordinate work assignments.
  • Ability to effectively communicate verbally and in writing.
  • Ability to establish and maintain effective working relationships with others.
  • Ability to follow directions, work independently and utilize problem-solving techniques.
  • Skill in developing and maintaining professional relationships with scientists and managers from other FWRI programs, as well as with partner agencies.

WHAT IS OPS EMPLOYMENT? Other Personal Services (OPS) employment is a temporary employer/employee relationship used solely for accomplishing short term or intermittent tasks. OPS employees do not fill established positions and may not be assigned the duties of any vacant authorized position. OPS employees are at-will employees and are subject to actions such as pay changes, changes to work assignment, and terminations at the pleasure of the agency head or designee.
