Program Overview:
This is a part-time (no more than 29 hrs./week) OPS Environmental Specialist II position, assigned to assist in coordinating the processing of applications submitted for permits pursuant to Chapter 161, F.S., for construction in the coastal area of the state.

Your Specific Responsibilities:
Duties include overall support for staff in the protection of the beach and dune system from imprudent construction seaward of the Coastal Construction Control Line (CCCL). Conducts environmental reviews of construction and other activities seaward of the coastal construction control line. Reviews and analyzes plans and specifications for proposed property development projects and makes recommendations in accordance with the CCCL statute and the agency’s rules and policies. Processes applications for permits for construction and other activities seaward of the coastal construction control line. The incumbent of this position is expected to develop and maintain expertise in coastal ecosystem management for the protection of the coastal system and marine turtles and be versed in applicable statutes, rules and agency policies.
The position works under the supervision of an Environmental Administrator and is assigned to review applications that involve impacts to native dune vegetation and topographic alteration and impacts to coastal processes from vegetation removal or alteration. Provides review and consultation to the environmental and engineering staff on applications submitted for coastal construction control line permits. Ensures compliance with the Deputy Secretary/Regulatory Program’s rules, regulations, and policies pertaining to Chapter 161, F.S.
- Reviews and analyzes site development, landscaping, and grading plans and specifications for property development seaward of the coastal construction control line and makes recommendations in accordance with the accepted environmental protection principles and with the agency’s rules, regulations, and policy.
- Plans and conducts environmental reviews of consultations and applications for construction control line permits involving vegetation alteration, removal, or planting of vegetation seaward of the coastal construction control line. Provides review and consultation on vegetation identification, maintenance, and best management practices to the environmental and engineering staff on applications submitted for permits for construction activities seaward of the coastal construction control line.
Required Knowledge, Skills, and Abilities:
Essential:
- Time management and decision skills are essential.
- Knowledge of basic biological and ecological principles, site development, environmental regulatory practices, and natural plant community restoration and enhancement.
- Skilled in written and oral communications; applying basic site plan review concepts; and using database management and word processing software.
- Ability to read construction, topographic surveys and landscaping plans and documents, identify native and ornamental plant materials, interpret applicable rules and design codes; work with minimal and infrequent supervision.
- Work well with public and co-workers; and perform assigned duties in timely manner.
- Ability to travel and maintain a valid driver’s license.
- Ability to get along and work well with others.
- Knowledge and experience in the use of Microsoft Office applications.
Preferred:
Advanced knowledge of littoral plants and processes.
- Understanding of applicable Florida Rules and Statutes.
- Knowledge of GIS mapping use and related software
Minimum Qualifications:
- A bachelor’s degree from an accredited college or university
- Valid driver’s license
